Description
NOTICE: This is a pre-solicitation notice synopsizing an upcoming IFB solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer (CO) will not be able to answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the solicitation and drawings have been posted to FBO. The CO will not maintain a bidder s mailing list. All interested parties should register via www.fbo.gov interested vendors list. Do not contact the CO for General Contractor Information. It is the responsibility of the bidder to monitor and download amendments from FBO which may be issued to this solicitation. GENERAL DESCRIPTION: This project will replace the emergency generator systems that serve the Bldg. 110 Medical Center, the Bldg. 82 Kitchen Facility and the Bldg. 81 Boiler Plant at the Uptown campus. The scope of this project will include load analysis on the existing emergency generators. The project shall replace the current emergency generator systems in Buildings 110, 79, and 82. Work shall include, but not limited to system capable of carrying existing boiler, at least one 1200-ton chiller, and all other pumps and functionalities of Energy Plant; as well as all life sustaining functions of the main hospital (Bldg. 110) system shall have a METASYS compatible monitoring system with remote start, switch gear, and associated transfer capabilities. System shall also include dual fuel capabilities (natural gas/diesel) with micro turbines. Accepted final project shall be in accordance with final contract documents, applicable plans and specifications. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verifiable at www.sam.gov and http://www.vip.vetbiz.gov to be eligible for award. NAICS CODE: The NAICS code assigned to this construction project is 238210 with a Small Business Size Standard of $15.0 M. MAGNITUDE OF CONSTRUCTION: Between $2,000,000.00 and $5,000,000.00 SOLICITATION DOCUMENTS: The tentative date for posting the solicitation documents to www.fbo.gov is on or about February 28th, 2019, with sealed bids due approximately 30 days later. These are only tentative dates. The solicitation will have specific dates, times, and locations for a site visit and bid submissions. This requirement is anticipated to result in a firm-fixed-price contract. Dissemination of the solicitation, specifications and drawings is limited to electronic medium only. Interested contractors should watch for the issuance of the solicitation and for notifications of updates by registering at www.fbo.gov. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of amendments will NOT be issued. By registering to "Watch This Opportunity", Offerors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers in accordance with FAR 52.215-1 [Instruction to Offerors Competitive Acquisition], Paragraph (b) [Amendments to solicitations]. SITE VISIT: There will be a pre-bid site investigation held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the solicitation package. Do not contact the CO to schedule a site investigation.
