- 2 01/23/2019 Project #570-16-302 Phase II Chiller Infrastructure Systems Department of Veterans Affairs Network Contracting Office 21 will be issuing a Request for Proposal for a General Construction Contractor for the project to increase the size of the chilled water piping system from the Chilled Water Plant to the Main Hospital Building (Bldg. 1), at the VA Central California Health Care System (VACCHCS) located at 2615 E. Clinton Ave., Fresno, California. General description of the work includes, but is not limited to, the following: Contractor shall provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, administrative support, and specialized expertise to perform the work. Selective demolition and replacement of the following: existing building and walkway canopy components; above-ground, underground utilities, and associated infrastructure and site components. Relocation of building components, above-ground and underground utilities and infrastructure, and site components. Protection and restoration of all existing site infrastructure, building components and utilities that are not identified for demolition. Contractor shall replace or repair all existing infrastructure, components and utilities impacted during construction activities. Contractor is responsible for documenting and maintaining the condition of relocated and existing items and shall replace all damaged items at no cost to the government. Perform Design-Bid-Build features of work including but not limited to a new walkway canopy with concealed utility infrastructure systems. Refer to Construction Documents for further Design-Bid-Build systems and components. As part of the construction, new and temporary utility infrastructure systems are required. The facility utility infrastructure systems shall remain operational throughout the duration of the project. At no time without written approval of the VA, shall utility services be removed or impaired. The contractor shall provide all supplemental/temporary utilities and connections to maintain system function during an approved utility shut-down at no cost to the government. All permits, fees, and notifications necessary for the planning, transportation, installation, testing and activation of facility utility infrastructure systems and equipment, relocated buildings as applicable, shall be performed and paid for by the contractor. This Request for Proposal will be Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB). Offers will only be accepted from qualified SDVOSB. This is a Pre-Solicitation announcement only. Solicitation documents will be available on February 12, 2019 or shortly thereafter. The solicitation will most likely be a request for proposal (RFP), which will contain proposal instructions, a scope of work (SOW), drawings and specifications, etc. A Pre-Proposal Conference and Project Site Visit will be held at the Fresno facility. Exact location, date, and time will be noted in the solicitation. This conference is highly recommended. Estimated project cost is between $5,000,000.00 and $10,000,000.00.
