Description

The National Cemetery Administration is soliciting offers under Solicitation No. 36C78619R0004 for Grounds Maintenance at Rock Island National Cemetery; Rock Island Arsenal, Building 118; Rock Island, IL 61299. The contractor shall furnish all labor, supervision, materials, supplies, tools and equipment required to perform the following work: Seasonal Mowing, trimming and edging; Pre and Post-emergence herbicide applications; Yellow Nutsedge herbicide applications; Japanese Beetle Applications Core aeration and Overseeding and Grub control. Site visit: Date: January 29, 2019 Time: 9am local Meet: Building 118 Special note: this National Cemetery is located on a Military Installation and as such the Contractor and staff need to pass a background investigation in order to clear the security gate for entrance. Please use the Moline, IL bridge for access and proceed to the security building located to the right of the guard gate for background check. All visitors must contact the cemetery at (309) 782-2094, you will not be allowed on the post unless the gate has your name. If you cannot arrange to be present, but would like to make a visit such visits must be pre-scheduled and arranged by contacting the Rock Island National Cemetery office at (309) 782-2094. However, there is no one available to give tours or answer questions. All questions are to be submitted through email to Katherine.iacovelli@va.gov by noon Eastern time on 2/11/19. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. This solicitation is being issued as tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other Small Business concerns with HUBZone small business concerns and 8(a) participants having priority. Tiered process will be used in conjunction with FAR Part 13 and 15; award will be made to the responsible offeror whose offer is the best value to the Government meeting or exceeding the acceptability standards with the possibility that a tradeoff analysis could lead the Government to reasonably determine that a Contractor s better experience warrants payment of its higher proposed price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. The NAICS Code is 561730.   Size standard is $7.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about January 21, 2019 Responses to the solicitation are due by noon Eastern time on February 15, 2019. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in Section E. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
