- The following is a sources sought and request for information to gather data for planning purposes. This sources sought and request for information synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does it in any way restrict the Government to its ultimate acquisition approach. The Government is not liable for any costs incurred by the contractor in response to this synopsis, and therefore, will not compensate any contractor for work performed in response to this synopsis. The 766th Specialized Contracting Squadron is conducting market research to determine potential sources for operations support of the Misawa/Osan/Kunsan/Kadena Instrumentation Training System (MOKKITS) or other approaches for overall Air Combat Maneuvering Instrumentation (ACMI) training system for PACAF meeting the standards and value currently in place (overall program NAICS: 334511). The current MOKKITS Operations Support Contractor (MOSC) contract expires end of September 2019 with an option to extend until end of March 2020. The MOKKITS provides realistic Air Combat Training to the warfighter and employs instrumentation on high activity participant aircraft and ground subsystem components. The system contains an air-to-air data link for sharing participant GPS based time-space-position information and is capable of both range-less and ground-based live monitor operations. The contractor shall be solely responsible for total MOKKITS Operations Support performance, including all management, labor, equipment, materials, tools, vehicles, and supplies not provided Government Furnished Equipment (GFE)/Contractor Furnished Equipment (CFE). The contractor shall provide sufficient qualified personnel to load/unload pods, transport pods/prepare for shipment, process pre/post mission data and operate aircrew debriefing equipment locations in Tables 1 and 1a. of the attached Operations Support PWS. The sustainment and maintenance of the AN/ASQ-T34/T503 pods, Surface Instrumented Sub-system (SIS), and Real Time Server (RTS) is responsibility of the MOKKITS Sustainment Contractor (MSC) and not the MOSC. This sources sought encompasses the continued level of MOSC for the MOKKITS currently in place. The Government expects to award a Firm Fixed Price contract for operations support. The period of performance for each year is up to 12 months from contract award and the contract will cover a base year and four option years. Information available for potential government solicitation consists of non-proprietary maintenance and technical data for Operations Support and Sustainment to detail the scope of the program for interested organizations on Operations Support of MOKKITS and other ACMI training system approaches.
