The Naval Facilities Engineering Command Far East (NAVFAC FE) is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for Facilities Support contracts. The place of performance is in Commander Fleet Activities Yokosuka (CFAY). THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. No telephone calls will be accepted requesting a Request For Proposal (RFP) package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. SERVICES DESCRIPTION: This project is to perform repair of building 1492, including HAC system, electrical system, fire alarm system, and incidental related works. Removal of lead based paint is required, as well as repainting, providing natural roof ventilators, and replacing existing lighting system in corridors. The Contractor shall provide construction services including all labor, management, supervision, tools, material, and equipment required. The North American Industry Classification System (NAICS) is 236118, Residential Remodelers. The period of performance is anticipated to be 452 calendar days. Sequencing of floors for repair will be mandatory. A Firm-Fixed-Price (FFP), Design-bid-Build (DBB) type of contract for construction works for REPAIR BUILDING 1492 at the U.S. FLEET ACTIVITIES YOKOSUKA is anticipated. The magnitude of the proposed effort is estimated to be between 100,000,000 and 500,000,000. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in the country of Japan for the life of the contract. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. RESPONSE: The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit a Capability Statement consisting of appropriate documentation, literature, brochures, and references. Capability documentation is anticipated to be one to five pages. Respondents must include references and a capability statement for at least two contracts within the last seven years that are similar in size, scope and complexity to those sought in this Sources Sought. Each reference shall include the company name and title, telephone number, email address and point of contact. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Interested sources are invited to respond to this Sources Sought announcement by using the forms provided under separate file titled Sources Sought Contractor Information Form. The following information shall be provided: 1) Contractor Information: Provide your firm s contact information including CAGE code and DUNS number. 2) Qualifications for Conducting Business in Japan 3) Locations: Identify the locations in which you are willing and capable to work. 4) Subcontractors: If known, provide subcontractor partnerships (Optional) 5) References and capability statement for at least two contracts within the last 7 years that are similar in size and scope. Capability Statements must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond as soon as possible but no later than 1 February 2019, at 10:30 am Japan Standard Time (JST).
