- Sources Sought Notice 36C25719Q0278 The Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 17, Network Contracting Office (NCO) 17 is seeking sources for the following procurement: Villa Serena Food Service Scope: The contractor shall provide all transportation, materials, labor, supervision, and any items and services necessary to perform full food services as specified in this Performance Work Statement (PWS). The contractor shall meet operational requirements of the South Texas Veterans Health Care System (STVHCS) for the Domiciliary Care for Homeless Veterans (DCHV) and the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) at Villa Serena as defined in this PWS. The Contractor shall perform the requirements in this PWS and conform to the professional standards of the South Texas Veterans Health Care System utilizing the current FDA Food Code 2009, Supplement; VHA Handbook 1109.04 and VHA Healthy Diet Guidelines, VHA Directive 2010.007. Services Description: The DCHV and the SARRTP appropriated fund food service operation consists of a main dining facility at Villa Serena, 4455 Horizon Hill Blvd., San Antonio, TX 78229. This facility provides full meal service to meet the nutritional needs of 66 or fewer Department of Veterans Affairs (DVA) inpatients that reside at the facility. Villa Serena is a full-service dining facility to include breakfast, lunch, dinner, carry out, and snacks service. See attached draft Performance Work Statement for description of work. Period of Performance: This is for a six-month base with four additional optional renewals. The anticipated award date is April 1, 2019 with approximately sixty-days to phase in. NCO 17 is seeking sources that have the capability of providing these services. Firms that can provide these services are encouraged to respond to the sources sought notice by contacting the point of contact. Capable firms must respond to the POC no later than noon CST on January 29, 2019 to be considered. Potential contractors are encouraged to provide a capabilities statement and shall provide, at a minimum, the following: 1) Company name, address, point of contact, phone number, e-mail address, and DUNS number. 2) Anticipated North American Industry Classification System (NAICS) code is 722310, size standard is $38.5. Any potential offerors must be registered in SAM (sam.gov). NOTE: For SDVOSB or VOSB to receive contract awards under VA s Veteran-owned Small Business prime contracting and subcontracting opportunities, they must be listed as verified on the Vendor Information Pages (VIP) database located at https://www.vip.vetbiz.va.gov/. This notice is NOT a formal request for quote or proposals. No formal solicitation document exists at this time. The information in this notice is for information and planning purposes only and is not to be construed as a commitment by the government. No contract will be awarded from this notice. The acquisition strategy will be decided based on responses and other market research efforts. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government.
