- Solicitation No: N44255-19-R-6000 Title: Electrical Multiple Award Construction Contract (MACC) Type: RFP ~ Pre-Solicitation Notice Location: NAVFAC Northwest Area of Responsibility Issue Date: Approximately February 2019 Anticipated Site Visit: Approximately April 2019 Estimated Proposal Due Date: Approximately March 2019 (Phase I) Estimated Award Date: Approximately September 2019 Funding Limitation: Project Price Range is $100,000 to $15,000,000 Contracting POC: Dustin Barros via email to dustin.barros@navy.mil Posted on Web: Yes Description A sources sought notice was posted to the Navy Electronic Commerce Online website on 9 October 2018 under N44255-19-R-6000 as a market research tool to determine the availability of qualified small business sources prior to issuing a Request for Proposal (RFP) for a new Electrical Multiple Award Construction Contract (MACC) for the NAVFAC Northwest Area of Responsibility (AOR). Responses were due on 24 October 2018. Based on an analysis of the responses received, it was determined that this procurement will be solicited as a 100% small business set-aside. The NAVFAC Northwest Small Business Office concurred with the decision. The North American Industry Classification Standard (NAICS) is 237130 and the annual size standard is $36.5 million. This procurement provides for a Design/Build and Design/Bid/Build MACC for new construction, repair, alteration, and renovation of electrical facilities located within the NAVFAC Northwest AOR including Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming. It is anticipated that most of the work will occur in Washington State; however, projects may occur anywhere in the United States. NAVFAC Northwest will issue one solicitation with the intent to award up to six Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts to the responsible offerors whose proposals, conforming to the RFP, will be most advantageous to the Government and will result in the best value, price and non-price factors considered. AWARD MAY BE MADE TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. OFFERORS ARE ADVISED AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFERORS BEST TERMS. Contract Description. The Government intends to award a Multiple Award IDIQ contract with no pre-established fixed contract prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written task orders to the contractors. Award of task orders will be on a firm fixed price basis. Types of projects will include, but are not limited to transmission, distribution, and generation equipment, including substations, transformers, switchgear, generators, poles and pole line conductors, circuit breakers, switchboards, controls, and underground conductors, up to 115 KV. Award Information: Offerors will be evaluated based on: Factor 1 Technical Approach, Factor 2 Experience, Factor 3 Past Performance, Factor 4 Safety, Factor 5 Technical Solution, and Price. Factor 1 will only be rated Acceptable or Unacceptable. In an Offeror is rated Unacceptable in Factor 1, then they will not be considered for award. The relative order of importance of the non-cost/price evaluation factors will be as follows: the technical factors (Factors 2, 4, and 5) will be approximately equal in importance to each other and, when combined will be approximately equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 3). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) will be approximately equal to price. The importance of price will increase if the offerors non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal s superiority to the Government. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to use tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced proposer or other than the highest technically rated proposer; and award to the proposer submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. Offerors are advised: THE GOVERNMENT FULLY INTENDS TO EVALUATE PROPOSALS AND AWARD THE CONTRACT WITHOUT DISCUSSIONS WITH OFFERORS. Therefore, initial proposals should be submitted containing offerors most favorable terms. Additional Information: After award of the initial contracts, each awardee will be provided fair opportunity to be considered for each task order, except under specific circumstances described in the contract. The basic contract period will be twelve months. Each contract will contain four twelve-month options and up to six additional optional months for a total maximum duration of 66 months or an aggregate value of $99 million for all contracts awarded, whichever occurs first. The task order range for this contract is between $100,000 and $15,000,000. The government guarantees, over the full term of each contract awarded as a result of this solicitation, an award amount of $5,000. A substation repair project is currently planned for the seed project. THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. The solicitation will be available on Federal Business opportunities (FBO) website at https://www.fbo.gov/. The only plan-holder list available is via the FBO website under this solicitation number. Amendments will be posted on the website. This will be the only method of amendment distribution; therefore, it is the OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION.
