Description
The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit and award a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Tri Air Testing, Inc., 9063 Bee Caves Road, Austin, Texas 78733-6201. The resultant contract will contain provisions for firm-fixed-price delivery orders and will require non-personal technical support services to analyze compressed breathing air for divers, damage control personnel and aviators worldwide. The contractor shall: (1) Provide transportable equipment for collecting samples (gas, oil mist, particulate, moisture, or condensed water) from various pressure sources. The transportable equipment will be referred to as a sampling kit in this document. (2) Analyze the collected samples. (3) Provide analysis reports for each collected sample. (4) Arrange shipment of the sampling kits to various military commands worldwide. (5) Make provisions for the shipment of the sampling kits back to the Contractor's facility for analysis. (6) Provide a dedicated interactive secure website. The contractor shall be responsible for updating the website with analytical reports daily. The website shall have the capability to allow: (a) Field activities to order sampling kits. (b) Field activities to maintain a testable equipment inventory list for their activity. (c) Field activities to maintain analysis reports for their activity. (d) Sponsors to view sampling status. (e) The Contracting Officer Representative (COR) to authorize shipment of sampling kit orders. (f) The Contractor to maintain a computer database or laboratory results and tracking data for trends. (7) Maintain an approved quality system in accordance with ISO (9001:2015) or an equivalent quality standard acceptable by the Government. (8) Maintain a Laboratory Quality Management System accreditation approach equivalent to ISO/IEC 17025, General Requirements for the Competence of Testing and Calibration Laboratories. The laboratory performing the analysis shall be accredited by the American Association for Laboratory Accreditation (A2LA), the National Voluntary Laboratory Accreditation Program (NVLAP), or the American Industrial Hygiene Association (AIHA) Laboratory Accreditation Program. (9) Maintain an approved configuration management plan. The configuration management system shall be developed in accordance with the requirements of EIA Standard 649.
