Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for blood testing services for a nationwide research study. The new action is a follow-on to a Blanket Purchase Agreement (BPA) that was awarded in 2015. It is anticipated the new action will be a 5-year BPA under GSA/FSS Contract V797D-70090. It is the Government s intention to solicit and negotiate only with Quest Diagnostics.  A valid Limited Sources Justification is in effect. The anticipated value of this requirement is approximately $355,805 over 5 years. This is not a solicitation; it is notice of intent to sole source a requirement. Blood draws will occur in accordance with participant enrollment and on a standard schedule thereafter. The blood will be used to monitor drug levels and patient safety over the life of the study. Blood draws will occur at VA medical centers across the contiguous United States and be delivered to one or more vendor operated centralized testing facilities in sufficient time for clinicians to perform dose adjustments for participants in the trial. Samples shall be tested in a consistent manner and vendor shall provide the results (via web portal) to the study coordinating center within 48 hours (Lithium and Serum Creatinine) from the time of arrival at the testing lab and 72 hours (Free T4 and TSH) from the time of arrival at the testing lab. Inquiries/information received after the established deadline shall not be considered.   The submission of any data for review shall not impede award of this contract as planned.   The Government does not intend to pay for information solicited.   This synopsis is issued pursuant to FAR 6.302-1.   All communications shall be via email; no telephone calls accepted.
