SOURCES SOUGHT NOTICE: 36C25719Q0274 The Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 17, Network Contracting Office (NCO) 17 is seeking sources for the following procurement: Ambulance and Special Mode Transport PURPOSE The South Texas Veterans Health Care System (STVHCS) has requirements for paramedic life support transportation. This includes Basic Life Support (BLS) and Advanced Life Support (ALS) Services. STVHCS averages around 81 special mode transports a day that include wheel chair vans, BLS, ALS, and Mobile Intensive Care Unit (MICU) that cover the STVHCS catchment area. NOTE: This contract is not for emergency medical services. GENERAL REQUIREMENT The contractor shall provide special mode transportation within various counties within the State of Texas for eligible beneficiaries of the Department of Veterans Affairs, STVHCS. Special mode for the purposes of this requirement is defined as ambulance and wheelchair vans. The contractor shall be responsible for providing all vehicles and manpower necessary to meet all MICU, ALS, and BLS transport requirements. Services provided under this contract shall strictly adhere to all current laws and regulations applicable to the state of Texas unless supplemented to exceed those requirements as specified herein. In no circumstances, will any section or clause of this contract authorize the contractor to provide care and/or equipment below established OSHA guidelines. The contractor will furnish bariatric stretcher. Patients transported by stretcher will be dropped off at the designated clinic location and provide warm hand-off to VA staff. If appointment is less than 30 minutes the contractor will stay with patient and if greater than 30 minutes, transfer patient to VA stretcher. Patients transported by wheelchair requiring assistance will be dropped off at the designated Transportation front-desk and provide warm hand-off at the Audie Murphy VA Medical Center. Transportation at other VA authorized medical clinics will be dropped off at the designated clinic location and provide warm hand-off to staff. Those patients that are self-sufficient with power mobility devices do not require a warm hand-off to VA staff and can transport themselves. See attached draft Performance Work Statement for details. Period of Performance: This is for a one-year base with four additional optional renewals beginning at contract award. NCO 17 is seeking sources that have the capability of providing these services. Firms that can provide these services are encouraged to respond to the sources sought notice by contacting the point of contact. Capable firms must respond to the POC no later than noon CST on February 4, 2019 to be considered. NOTE: For SDVOSB or VOSB to receive contract awards under VA s Veteran-owned Small Business prime contracting and subcontracting opportunities, they must be listed as verified on the Vendor Information Pages (VIP) database located at https://www.vip.vetbiz.va.gov/. This notice is NOT a formal request for quote or proposals. No formal solicitation document exists at this time. The information in this notice is for information and planning purposes only and is not to be construed as a commitment by the government. No contract will be awarded from this notice. The acquisition strategy will be decided based on responses and other market research efforts. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government.
