36C10A19Q0067 Request for Information (RFI) REQUEST FOR INFORMATION DIGITAL CENTERS ENTERPRISE SATELLITE COMMUNICATIONS (SATCOM) OPERATIONS THE REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. PLEASE READ THE ENTIRE RFI, WHICH INCLUDES DETAILS FOR A PLANNED INDUSTRY DAY. This Request for Information (RFI) is issued solely to conduct market research for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. In accordance with The Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, the Government is not, at this time, seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Request for Information. All costs associated with responding to this Request for Information will be solely at the responding party s expense. The purpose of this RFI is to identify qualified vendors, who are able to meet the Department of Veterans Affairs (VA) Office of Information & Technology (OI&T) requirements to modernize, operate and maintain the current Department of Veterans Affairs (VA) Enterprise SatCom infrastructure. The Contractor shall provide satellite transponder operation, Radio Frequency (RF) chain components, teleport collocation services, hub operation and hub hardware / firmware components required to deliver private dedicated Enterprise SatCom services agency wide. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The North American Industry Classification System (NAICS) code applicable to this acquisition is 517410. The Small Business Size Standard for this NAICS code is $32.5 Mil. Small Business companies with the capability to perform this requirement, in total or in part, are encouraged to participate. If you are interested only in subcontracting opportunities please indicate this fact clearly in your submission. Should you believe a different NAICS code better applies to the requirement requested under this request for information please provide your suggestions in your response to the RFI. Please indicate your company size and socio-economic status for applicable NAICS codes. SCOPE OF WORK The Contractor shall modernize, operate and maintain the current Department of Veterans Affairs (VA) Enterprise SatCom infrastructure. The Contractor shall provide satellite transponder operation, Radio Frequency (RF) chain components, teleport collocation services, hub operation and hub hardware / firmware components required to deliver private dedicated Enterprise SatCom services agency wide. The Contractor is required to provide the following services: Program management support. Transition plans delineating the Phase-In and Phase-Out approaches. Operate and maintain satellite transponder and terrestrial operations. Emergency support during nationally declared disasters. Support hardware and software maintenance. Vulnerability remediation. Support on-site and remote training. Perform updates/replacements of hardware and software. Assessment & Authorization (A&A) Documentation Support. Remote and on-site support. Help desk services. Engineering support to make changes as required by Government security directives. Provide Lifecycle Refresh See the attached draft Performance Work Statement for additional information. Period of Performance: Shall be one 12-month base period with four 12-month option periods. RFI RESPONSE INSTRUCTIONS Note: Provide a capability package that is clear, concise, and complete. The VA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this RFI. Provide the following information: Provide Company Information: Company Name CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov Company Address Point of contact name Telephone number Email address For Service Disabled Veteran Owned Small Business (SDVOSB)/Veteran Owned Small Business (VOSB) concerns, indicate whether at least 50 percent of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB concerns Do you plan to Prime or be a subcontractor? Can your company independently provide the entire range of requirements? If not, which requirements cannot be met and describe learning arrangement to meet all of the requirements. Existing contract vehicles the contractor holds for providing these services (GSA Schedules/GWACS, other agency GWACS, etc.). Provide a Capability Statement that addresses your company s: - Ability to provide Satellite service across all 50 continuous states, Puerto Rico, and the US Virgin Islands. - Ability to provide 36MHZ or greater, dedicated, non-preemptable satellite service. - Ability to provide Redundant ground stations at least 500 miles apart. - Ability to provide Helpdesk, technical support, and maintenance services. - Ability to provide the latest Satellite service technologies. Responses should include contractor name, point of contact, phone number, DUNS number, and CAGE Code. VA reserves the right not to respond to any or all emails or materials submitted. VA will not be able to grant any extensions to this RFI. INDUSTRY DAY An Industry Day will be held at 2200 Fort Roots Drive, North Little Rock, AR 72114 on March 5, 2019. The purpose of the Industry Day Conference is to provide preliminary information on VA's anticipated acquisition as described above to include an overview, technical requirements, business/contract considerations, and potential acquisition approaches. The Industry Day will also provide an opportunity for contractors to ask questions. Registration Requirements: Companies of all sizes are invited, but you must be registered to attend. Registration will be accepted on a first come, first served basis until capacity is reached. A maximum of two representatives per company will be allowed. Please submit your company s name, as well as the names and email addresses of the company representatives attending, to the Points of Contact below by Friday, February 22, 2018: samantha.mcintyre2@va.gov and Daniel.winterroth@va.gov Submit any questions that you may want addressed during the conference in writing via email by Friday, February 22, 2018 to the same email addresses above. This must be separate from the response to the RFI All Industry Day information (briefings, follow up Q&A, attendee list, etc.) will be posted publicly via FBO. In the event a solicitation is issued, attendance at the Industry Day is NOT mandatory in order for a company to respond. The Government will not reimburse any costs associated with firms attending the Industry Day. This announcement is not a request for proposal and in no way commits the Government to award a contract(s). No solicitation exists at this time.
