Description
This is a notice of intent to increase the ceiling of Contract N66001-15-C-4071 to SRI International, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 17 August 2015 for a 54-month period of performance. The effort under the contract supports the DARPA I2O "Brandeis" program by addressing Technical Area 3 (Experimental Systems - Enterprise) of the program, which focuses on providing the platform on which to test the privacy-preserving computations from Technical Area 1 and Human Data Interaction research from Technical Area 2. The focus of SRI International's effort to date has been to develop PPRIME: Privacy Preserving Information Mediation for Enterprises that provide tools for use by researchers to capture, test, and evaluate their privacy-preserving capabilities and act as the agent for data owners to enforce their desired policies. The added effort aids in the development and transition of Brandeis program capabilities by demonstrating a real world use case of multiparty computation for the Office of the Child Advocate as a potential public-good application that addresses privacy, confidentiality, and reputation risk for stakeholders that deal with juvenile justice data. This deployment of multiparty computation would support Brandeis privacy-preserving technologies and support the continued development and validation of the PPRIME platform. The NAICS code for this procurement is 541712- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program and/or the need for additional research under this program. This action includes a ceiling increase of $251,365. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contracting Officer, Mrs. Lynn Biedermann, Code 22530, SPAWAR Systems Center Pacific who may be reached by telephone at (619) 553-4479 or via email to lynn.biedermann@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
