Table of Contents: Section I - General Information Section II - Scope of Work Section III - Phase I Submission Requirements Section IV - Phase II Evaluation Factors (Informational Purposes Only) Section I - General Information: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) is soliciting for a firm-fixed-price contract for the DESIGN-BUILD project Phoenix Remodel Halls and Walls 1st floor Medical Center Phase 1. Reference Section II scope of work. Design-build services will be procured utilizing the two-phase design-build selection process. This procurement will be a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS code is 236220 with a size standard of 36.5 Million. The period of performance is approximately 335 calendar days from the issuance of the Notice to Proceed. The Magnitude of Design and Construction is expected to be between $1,000,000 and $2,000,000. This procurement will be conducted in accordance with FAR Parts 15, 19, and 36.3 Two-Phase Design-Build Selection Procedures. Phase I in the two-phase design-build selection process is requesting offerors to submit proposals in response to this pre-solicitation notice. Phase I proposal submission shall be in accordance with requirements outlined in Section III of this pre-solicitation notice. Once received, the Government will evaluate Phase I proposal submissions and select no more than four (4) highly qualified offerors to proceed to Phase II. Upon the selection of the most highly qualified offerors, a solicitation, prepared in accordance with FAR 15 procedures, will be issued, via email, to the most highly qualified offerors selected. Upon receipt of Phase II submissions submitted in response to the solicitation, VA-PCAC will conduct evaluations of Phase II evaluation factors outlined in Section IV and award to the lowest priced technically acceptable offer. Section II - Scope of Work: Please see attachment 1, scope of work. Section III - Phase I Submission Requirements: The Offeror shall submit the Phase I proposal in one (1) PDF document. The proposal shall be labeled with the Offeror s organization, business address and VA solicitation number. The Offeror shall not include any price or price related material in the Phase I proposal. The Offeror shall submit the Phase I proposal in electronic format only. The subject line of any email communications to government POC William.henkel@va.gov should read: 36E77619R0018 Phase I Phoenix Halls and Walls. Include page numbers and the company name in the header or footer of each page. The Offer, including title page, detailed table of contents, preface, for the Phase I proposal shall not exceed a total of 25 (twenty-five) pages in Microsoft Arial size 12 font. Use graphic presentations where such use will contribute to the compactness and clarity of the proposal. A page is defined as each face of an 8.5 X 11inch sheet of paper containing information. All information (except for document numbers, page numbers, etc.) shall be provided in an image area of 7 X 9 inches. The background color of each page of the submission shall be white or ivory stock only. Excess pages will not be evaluated. Text lines will be single-spaced. A smaller font size for any graphics presented in a proposal is permitted as long as the information is legible to the human eye. Fonts other than Arial are permissible in the presentation of graphic material only. The Phase I proposal shall address the following evaluation factors. The factors are listed in descending priority of importance. Factor 1, Technical Approach: Provide a brief narrative (page limitation: three pages for brief narrative) describing the Offeror s method to manage the project to achieve design and construction design objectives as described in the solicitation. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative: Design Approach: Describe the techniques and methods for an efficient, effective design and; Construction Approach: Describe the techniques and methods for this construction project to include coordination with the design packages, projected timelines and coordination of work. Factor 2, Experience: Provide a minimum of one (1) and a maximum of three (3) projects completed within the last five years (5) years in which the Offeror s proposed design-build team has worked together on previous design-build contracts similar in size, complexity and scope to this project. Projects must demonstrate an offeror s design-build experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. A project is defined as a design-build project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower. The Offeror s submission should include at a minimum: Provide the Project Title and Description, Project Location (Physical Address); Contract Type (Example: Design-Build, Design-Bid-Build). Provide the project owner s name and telephone number of the owner s contact person. Provide a brief description of the scope of work. Provide project prime contractor and major subcontractors. Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual). If original vs actual completion dates and project cost differ, provide an explanation as to why they differ. Factor 3: Key Personnel: Provide a resume for each of the following key personnel members to include: Overall Project Manager, Design Project Manager, Construction Project Manager, Project Site Superintendent, A-E Field Representative and all of the identified Major Subcontractors. It is recognized that not all subcontractors may be identified at the time of proposal submission. For each resume, include name of company, name of individual, relevant listing of experience, qualifications for each person such as specialized training, education, experience and current workload. Factory 4: Bonding Capacity: Provide a letter from your surety demonstrating offeror s total bonding capacity, current available bonding capacity, and expected available bonding capacity for 2019 and 2020. Factor 5: Past Performance: Each proposal shall provide current and relevant information regarding an Offeror s actions under previously awarded contracts referenced under Factor 2, Experience. If a completed past performance evaluation is available in the Past Performance Information Retrieval System (PPIRS), it shall be submitted with the proposal for each project referenced in Factor 2, Experience. If there is not a completed past performance evaluation available in PPIRS, then the Offeror shall submit a Past Performance Questionnaire (PPQ) (reference attachment 2) for each project referenced in Factor 2, Experience. The Offeror shall notify their client that the PPQ shall be submitted via email to the Government s point of contact William.henkel@va.gov. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. Section IV - Phase II Evaluation Factors (For Informational Purposes Only): Factor 1, Technical. Offerors will be required to submit information on their technical solution, project organizational chart and narrative and a draft project schedule. Information submitted will be reviewed to determine if the offeror s technical rating is ACCEPTABLE or UNACCEPTABLE. Acceptable is defined as the Offeror demonstrated the ability to meet all of the Government s minimum requirements as identified in the solicitation. Unacceptable is defined as the Offeror failed to demonstrate the ability to meet all of the Government s minimum requirements as identified in the solicitation. Minimum requirements are defined as the offeror s methods and approach have adequately and completely considered, defined and satisfied the requirements of the solicitation. Factor 2, Price: The total evaluated price will be determined by the Offeror's price for CLIN 0001, (Item I). The Offeror who provides the lowest price will be determined to be the lowest priced Offeror.
