- THIS IS A SOURCES SOUGHT NOTICE ONLY, NOT A SOLICITATION ANNOUNCEMENT AND SHOULD NOT BE CONSIDERED AS SUCH. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The Department of Veterans Affairs, Network Contracting Office (NCO) 16, Central Arkansas Veterans Healthcare System has a requirement for Hemoglobin A1C testing instrumentation, reagents and supplies. The intent of the expected solicitation is for the award of a single, VISN-wide, firm-fixed price BPA (Blanket Purchase Agreement) for a base year (April 1, 2019 through March 31, 2020) plus 4 one-year options. VISN 16 locations are identified in Attachment A spreadsheet. Potential sources must demonstrate experience and knowledge of required equipment, services and capability to provide said service. Potential sources shall submit: Business name, address, point of contact and phone number Business size, any applicable socio-economic category and DUNS number Information for recent/relevant projects similar in nature/size and complexity along with contract number(s), Capability statement and product literature demonstrating ability to meet all of the requirements listed below FSS (Federal Supply Schedule) Contract information The NAICS Code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing and the size standard is 1,000 employees. REQUIREMENTS: Contractor with a Federal Supply Schedule (FSS) Federal Supply Class (FSC) Group 66 III Cost Per Test (CPT)/Cost per Patient Reportable Result (CPRR), Clinical Laboratory Analyzers contract that manufactures, provides and services Hemoglobin A1C instrumentation and reagents capable of meeting ALL of the following: Reagent systems and testing shall be FDA approved and validated Operating system software shall be currently sold and supported by software manufacturer Methodology- Ion Exchange, High Performance Liquid Chromatography (HPLC) Instrumentation Test System and Methodology must be certified by the National Glycohemoglobin Standardization Program CV for normal A1C shall be less than 2.5% An auto-sampling system that includes closed primary tube aspiration Complete separation of stabile and labile hemoglobin A1C Printer for each instrument capable of printing a report with patient demographics Technical assistance center (hot line) available by telephone 24 hours a day, 7 days per week with a maximum response call back time of 1 hour Instrument training, preventative maintenance and emergency repair Perform method performance correlation studies and statistical analysis of studies Providing hardware and software for interfacing through Data Innovations to the VA VistA LIS Bi-directional bar-coded computer interface to the LIS A UPS with surge suppressor/line conditioner with each instrument/piece of equipment All-inclusive CPRR (cost-per reportable result) pricing Responses to this notice shall be emailed to Sheila Reed at Sheila.reed@va.gov.
