Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-029 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification (NAICS) Code is 518210 and the business size standard is $32.5m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with American Hospital Association - 155 N. Wacker Dr., Chicago, IL 60606 to provide American Hospital Association (AHA) Information Technology Data Supplement & Annual Survey Database (ASDB), full and all variables for the following years: 1. AHA IT Supplement Dataset for Year 2007 - Quantity (1) charge 2. AHA IT Supplement Dataset for Year 2008 - Quantity (1) charge 3. AHA IT Supplement Dataset for Year 2009 - Quantity (1) charge 4. AHA IT Supplement Dataset for Year 2010 - Quantity (1) charge 5. AHA IT Supplement Dataset for Year 2012 - Quantity (1) charge 6. AHA IT Supplement Dataset for Year 2013 - Quantity (1) charge 7. AHA IT Supplement Dataset for Year 2014 - Quantity (1) charge 8. AHA IT Supplement Dataset for Year 2015 - Quantity (1) charge 9. AHA IT Supplement Dataset for Year 2016 - Quantity (1) charge 10. AHA IT Supplement Dataset for Year 2017 - Quantity (1) charge 11. Full AHA Annual Survey Database for each of the following years: 2008,2009,2010,2011,2012,2013,2014,2015,2016 and 2017 - Quantity (1) charge The IT Supplement of American Hospital Association (AHA) is an annual survey of over 3500 hospitals nationwide. Launched in 2007, the survey offers a unique insight into hospitals' adoption of electronic health records and clinical decision support systems among other key information technology indicators (e.g., health information exchange) and hospital characteristics (e.g., teaching/ non-teaching hospitals). The acquisition of the AHA IT Supplement and the associated ASDB data supports the mission of the Research Lab. Broadly, the dataset will help the Research Lab team examine (a) adoption and integration of information technology within hospitals and (b) the association between adoption of information technology and patient outcomes using the Medicare Provider ID to link other datasets available from the Agency for Healthcare Research and Quality (AHRQ). The IT Supplement is unique to and solely provided by the American Hospital Association. DELIVERABLES  Data sources, files, and any licenses necessary to use them within 10 days of the contract award.  All documentation (methodology reports; data dictionary/file layout; appendices for codes such as bed codes, cluster codes) within 10 days of the contract award.
