- Sources sought for Operation and Maintenance of Sewage Treatment Plant at the Combined Arms Training Center, Camp Fuji, Japan. The Naval Facilities Engineering Far East (NAVFAC FE) is seeking qualified and interested parties. THIS IS A SOURCES SOUGHT ANNOUNCEMENT. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. SERVICES DESCRIPTION: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to operate and maintain of sewage treatment plant and sewage and drainage system, to collect and transport sewage sludge service, and to analyze wastewater service at Combined Arms Training Center (CATC) Camp Fuji. PROCUREMENT METHOD: Streamlined Procedures for Evaluation/Solicitation for Commercial Items. The NAICS Code for this procurement is 221320. The contract term will be a base period of one year plus four option years. The Government will not synopsize the options when exercised. This contract will replace a contract for similar services awarded in 2013 for 29,760,000 (recurring work) and 10,000,000(nonrecurring work). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at Asia Neco website when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The solicitation will utilize source selection procedures which require offerors to submit a technical proposal, past performance and experience information and a price proposal for evaluation by the Government. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed the life of the contract in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. JOINT VENTURE OFFERORS: The joint venture Offeror shall complete all the required registrations for the joint venture and submit the Joint Venture Agreement. Joint venture (JV) shall use the same name and address in the required registrations and all the proposal documents. Each individual JV member shall be the local firm which is resident and licensed to conduct business in Japan. PLACE OF PERFORMANCE: U.S. Facilities, Camp Fuji, Shizuoka, Japan Interested sources capable of providing the required services must respond by e-mail to Naoko.umemoto.ja@fe.navy.mil no later than February 4, 2019. Interested sources shall (1) indicated they are capable of providing the required services; (2) Indicate whether they intend to submit a proposal as a prime contractor; and (3) Provide the following information for customers for whom you have performed similar operation and maintenance of sewage treatment plant and sewage and drainage system.
