Description
The Government intends to award an indefinite delivery, requirements-type contract with an 18 month basic, seven one-year options and one six-month option for the manufacturing and production of item (463L Air Cargo Pallet, NSN 1670-01-670-0637), as described by MIL-DTL-27443. Quantity: Basic Period - First Article Production 5 each; Option periods - First option year at decreased rate production max 10,000 each. Option periods two and three at full rate production max 15,000 each. Option periods four, five, six, seven, eight and nine at full rate production max 13,000 each. Award will be made utilizing the Tradeoff Process source selection procedures. A competitive acquisition will be accomplished utilizing trade-off source selection procedures, in accordance with FAR 15.3 as supplemented by the DoD Source Selection Procedures (Apr 2016) to make a best value award decision. Among those offerors with technically acceptable proposals and acceptable small business concern utilization plans, tradeoffs will be made between past and present performance and cost/price, with past performance being considered equally as important as cost/price. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all the required representations and certifications, meets all the requirements set forth in the RFP and also provides the best value to the Government. The contractor shall provide 5ea first articles for first article testing. Pallet testing shall be completed at AFMC 802 MXSS/MXDTA test facility at Robins AFB. Delivery of production first articles shall be within 12 months of contract award. The contractor shall be responsible for all costs associated with the shipment of first articles. The contractor shall notify the Government of shipment 30 days prior to shipment. FIRST ARTICLE WILL BE REQUIRED FROM ALL OFFEREORS.
