THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing Coagulation Equipment, Reagents and Supplies, for VISN 19 Medical Centers, Pathology and Laboratory Departments with Coagulation Analyzers. NCO 19 is performing market research to determine if there are sufficient numbers of qualified (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms who can fulfill the requirement. This Sources Sought notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All SDVOSB, VOSB, small and large businesses capable of fulfilling the requirement are invited to respond. NAICS code to be used for this acquisition is 334516. All interested firms who can meet the requirements stated below should respond, in writing, with information describing their interest, capabilities, geographic location and indicate which business category (SDVOSB, VOSB, Small Business, or Large Business) for which they qualify and all interested firms should indicate whether they have a NAC or GSA contract by replying with their applicable contract number. Any information submitted by respondents to this Sources Sought Synopsis is voluntary. This Sources Sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. PHONE CALLS NOT ACCEPTED. Firms responding shall specify they can meet the required specifications: COAGULATION CPRR (Cost per Reportable Result) 2019 1. SCOPE: Contractor shall provide all equipment, reagents, standards, controls, supplies, consumable/disposable items, parts, accessories and any other item required for the proper operation of its' contractor owned coagulation equipment necessary for the generation of a patient Coagulation Cost Per Reportable Result (CPRR). A services component will also be provided for maintenance, repairs, upgrades, trainings and quality control. Equipment, supplies and services shall be required for a base year period with four one-year options for renewal. Equipment, supplies and services shall be provided at: Rocky Mountain Regional VA Medical Center (RMRVAMC) Aurora, CO; Sheridan VA Health Care System, Sheridan, WY; Grand Junction VA Health Care System, Grand Junction, CO; Fort Harrison VA Health Care System, Fort Harrison, MT; and Billings VA Health Care Center, Billings, MT, Cheyenne VAMC, Cheyenne WY, VAMC SLC UT, and ability to add Loveland Super CBOC in 2020 2. FACILITY SPECIFIC REQUIREMENTS: In addition to the general requirements for Coagulation Cost-Per-Reportable Result stated above, the contractor shall provide equipment and peripherals necessary to meet the specialized configurations described for the participating medical facility. Contractor equipment and systems shall conform to the following parameters for each of the facilities: A. Rocky Mountain Regional VA Medical Center, 1700 North Wheeling Street, Aurora, CO 80045: 1. The contractor shall provide two (2) identical analyzers, for which each analyzer shall conform to the following: a. Analyzer shall be capable of performing the following tests with minimal hands-on time by technologists: i. Prothrombin Time (PT) ii. Partial Thromboplastin Time (PTT) iii. Fibrinogen (FBG) iv. Thrombin Time (TT) v. Anti-Thrombin III (ATIII) vi. Special Procedures vii. D-dimer viii. Heparin Assay ix. Anti-thrombin activity x. Anti-thrombin antigen xi. Protein C Activity xii. Protein S Activity xiii. Protein S Free antigen xiv. Activated Protein C Resistance xv. Lupus Anticoagulant testing: (a.) Dilute Russell Viper Venom Time (b) StaClot test xvi. Factor Assays (II through XII) xvii. Von Willebrand Antigen xviii. Von Willebrand Activity xix. Heparin Induced Thrombocytopenia Testing (HITT) b. PT reagent with ISI near 1.0. c. Provide Bi-directional interface compatible with Dawning, to include all software and hardware to complete movement of data from instrument into VISTA and ability to easily re-transmit test result data to host computer. d. Barcode scanner/reader for patient samples (automated and manual), reagents, and controls. e. Cap piercing capability and auto sampling with 20-30 slots for tubes. f. Provide STAT and random-access capabilities for all testing and auto-rerun for longer running tests. g. Provide QC material with 2-3 distinct levels of controls for PT and PTT. h. Coordination and sequestering of reagent lots within the VISN. i. Reagents, controls, and calibrators shall have a long shelf life and on-board stability. j. Sample primary tubes and short samples with level detection for adequate sampling. k. Contractor performs validation, linearity, precision correlation and normal range studies at contractor s expense prior to going live. l. Provide easily understood and performed maintenance and calibration procedures. m. Ability to track on board reagent inventory levels. n. Provide (2) printers and (2) UPS units one per each analyzer. o. Contain a user-friendly QC program with peer group comparisons and data that is submitted electronically monthly. p. Peer group for CAP Proficiency survey (equipment/reagent system) shall contain at least 50 labs. q. Contractor shall perform validation procedures, linearity, precision, correlation and reference range studies at contractor's expense. r. Provide rapid response from service for repairs and tech support (within 24 hours - onsite Monday through Friday during normal business hours 8:00 a.m. through 5:00 p.m.). s. Uninterrupted access to reagent and cuvette loading. t. Detection and alert of sample integrity including; hemolysis, icterus and lipemia. Detection and alert of underfilled samples. u. Automatic quality control and maintenance at set times. v. High volume, ready to use reagents with extended on board stability. w. FDA approved HIT, Heparin Induced Thrombocytopenia, testing. x. HIT testing can be performed by routine coagulation instrumentation. y. Ability of software to store multiple curves per analyte. z. Ability to view individual specimen curves to determine specimen acceptability. aa. Provide initial in-depth training for two key operators at the training facility. bb. Provide on-site vendor training for all personnel who will operate the instrument, with training provided for all applicable shifts. B. Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY 82801 1. The contractor shall provide one (1) analyzer, which shall conform to the following: A. Auto-sampler, at least 15 slots for tubes. B. PT reagent with ISI near 1.0. C. Provide broad test menu, with reliable methodologies. D. Analyzer shall be capable of performing PT's and PTT's, and D-dimers - at a minimum with ability to add more assays if desired. E. Provide Bar-code operation mode for samples (optional but preferred for reagents and controls). F. Provide Bi-directional interface for Data Innovations with VISTA. G. Accommodate user-defined tests. H. Provide QC (Quality Control) and reagent material within the contract. I. Lot Number coordination of reagents and QC materials within the VISN 19 preferred J. Provide QC inter-laboratory comparison program within the contract optimal program allows for simple electronic submission of data. K. Ability to easily re-transmit test result to host computer. L. Provide on-board Reagent Inventory. M. Easily accommodate STAT Tests optimal. N. Primary tube and cup sampling - ability to analyze small volume samples. O. Require easily understood and performed maintenance and calibration procedures. P. Provide UPS and printer. Q. Provide long shelf-life for Reagents and controls, including on-board stability. R. Provide on-board user-friendly Quality Control program. S. Provide rapid response from service for repairs and technical support (within 24 hours-onsite during normal business hours Monday Friday 7:30 a.m. through 5:00 p.m.). T. Provide sequestering of reagent and QC lots. U. Cap piercing capability preferred. V. Auto re-run on long tests. W. Peer group for CAP Proficiency surveys shall contain at least 50 labs - preferred C. Billings VA Outpatient Clinic, 1766 Majestic Lane, Billings, MT 59102: 1. The contractor shall provide one (1) analyzers, which shall conform to the following: a. Analyzer shall be capable of performing PT's, PTT's and D-dimers. b. Analyzer shall have Bi-directional interface using Data Innovations and Vista. c. Analyzer shall contain barcode reader, reagent lot numbers sequestered for the VISN labs. d. Contractor shall include QC materials within the contract for inter-laboratory comparisons e. Contractor shall perform validation, linearity, precision, correlation and normal range studies at the contractor s expense. f. Analyzer shall have auto-sampling capabilities g. Analyzer shall provide primary tube and cup sampling h. Provide PT reagent near 1.0 ISI i. Provide rapid response from service for repairs and tech support (within 24 hours-onsite during normal business hours Monday through Friday 7:30 a.m. through 5:00 p.m.). j. Available space is approximately 52 inches wide X 29 inches deep X 70 inches high. k. Auto-rerun for long tests l. Level sense for adequate sample detection. m. Ability to easily re-transmit test results to host computer. n. Provide on-board Reagent Inventory. o. Easily accommodate STAT Tests. p. Ability to analyze small volume samples. q. Analyzer shall be capable of performing PT's and PTT's, D-dimer, Fibrinogen, Anit Xa (Heparin) assay, Thrombin time. G. Contractor shall perform validation, linearity, precision correlation studies and normal range studies at contractor s expense. H. Analyzer shall contain barcode scanner, reagent lot numbers sequestered for the VISN labs. C. Shall provide various test processing capability including but not limited to - PT, PTT, D- Dimer and Anti-Xa. D. QC and lot coordination within VISN 19. E. Random access test performance capability. F. Reagent monitoring (by instrument) G. Provide STAT capability H. Cost per reportable result (CPRR) test on reagents, controls, standards I. Validation, linearity, precision and correlation studies on instrument before "going live" J. QC materials and program for inter-laboratory comparisons, within VISN 19. K. Provide routine and emergency maintenance service calls 24 hours per day, 365 days per year, including all holidays.
