- Request for Information (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement for the following: Enterprise Evaluation Tool RFI I. BACKGROUND Department of Veterans Affairs (VA) Acquisition Academy (VAAA) desires a solution to allow the organization to make strategic business decisions based on accurate and reliable data using a standardized evaluation tool. VAAA requires implementation and sustainability of the enterprise evaluation tool across the VAAA enterprise. II. OBJECTIVE OR SCOPE OF EFFORT The Veterans Affairs Acquisition Academy (VAAA), which opened in 2008 in Frederick, Maryland, is the first acquisition academy in a civilian government agency created in response to the growing acquisition workforce challenge. The five professional schools Acquisition Internship School, Federal Contracting Professional School, Federal Program/Project Management, Supply Chain Management, and Facilities Management offer a fully integrated competency-based training curriculum to certify acquisition professionals, as well as continuing education to maintain their credentials. Annually, VAAA trains 9,900 employees and independent contractors/franchisees through classroom and online training sessions. Historically, each school of VAAA has tested, implemented, and use stovepipe evaluation tools to meet their diverse requirements. The VAAA is looking for an Enterprise Evaluation Tool (EET) to enhance its ability to achieve strategic outcomes through standardized evaluation and analysis of course elements. III. Required Services EET must provide the following services: Subscription capability to support 12,000 annual learners Automation of talent development reporting standards that is web based (dashboards, scorecards, executive reporting) A benchmark database of over one billion data points Comprehensive reporting of minimum 150 report outputs and dashboards with over 100 widgets Prefer a SaaS solution Conference evaluation capabilities Provide Kirkpatrick s level 1-5 predictive assessment Data visualization capabilities Capable of mobile data collection and reporting Capable of automation of evaluation and analytics function to industry standards based learning Management Systems (LMS) Provide customer service support Technical support THERE IS NO SOLICITATION AT THIS TIME.
