- Special Notice with redacted J&A Letterkenny Army Depot (LEAD) intends to award a sole source, Firm-Fixed-Price contract with SigmaTek Systems, LLC, 1445 Kemper Meadow Dr., CAGE Code 1QE30. The purpose of this acquisition is to procure Annual Renewal of Software Subscription and Support Agreement for the existing, SigmaNest software. The statutory authority permitting this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and pursuant to FAR 13-106-1(b) for purchases not exceeding the simplified acquisition threshold. The Government does not possess the technical data package (TDP) and is not technically authorized to approve sources. This notice is not a request for competitive proposals or quotations. Interested concerns must show clear and convincing evidence that they are eligible and capable of providing these services. All responsible sources may submit a capability statement, proposal, or quote to the contract specialist before the notice end date. If no affirmative written responses are received by 4:00 PM Eastern Daylight Time on 05 February 2019, an award will be made without further notice. A request for documentation will not be considered an affirmative response. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. It is noted that offerors must be registered in the System for Award Management (SAM) database to receive a Government contract award.
