- Naval Facilities Engineering Command Southeast, Jacksonville, FL intends to award a sole source contract to The Gordian Group, Inc., 30 Patewood Drive, Suite 350, Greenville, SC 29615 for 2019 RSMeans Costworks licenses and data to support U.S. Naval Base Guantanamo Bay, Cuba. This includes Facility Maintenance and Repair Data and Facility Construction Cost Data for five (5) concurrent users on a single network. RSMeans Costworks is the only cost estimating software that is and has been Navy/Marine Corps Intranet (NMCI) approved and certified annually since 2009 and is currently installed on NAVFAC Southeast workstations. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. This notice is not a request for competitive proposals. However, interested and responsible parties may identify their interest and capability to respond to the requirement. Inquiries received within 7 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If no responses are received by 12:00 PM EDT, 5 February 2019, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm fixed price sole source award will be made to The Gordian Group, Inc. No questions will be addressed. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 511210, Software Publishers. The Small Business size standard is $38.5M. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
