- Description
- This is a combined synopsis/Request for Quote (RFQ) for commercial items prepared in accordance with FAR Part 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items and addenda to FAR 52.212-1. The contract resulting from this RFQ will be a fixed price recurring single award contract. This acquisition will be solicited as full and open competition. The contractor shall provide all labor, management, supervision, tools, material, and equipment to provide Collection, Holding, Transfer and Treatment (CHT) services of Black, Gray or Oily Waste Water (OWW) at Naval Station White Beach, Tengan Pier, and Kin Red Beach, Okinawa, Japan. All services shall be provided in accordance with the Performance Work Statement (PWS), Attachment (1). The contract term will be a 12-month Base Period with four (4) one-year option periods for a total of 60 months. The Base Period and each Option Period shall be from the following performance period (dates are approximate depend upon the actual award date of the contract): CLIN 0001 Base Period 17 Apr 2019 “ 16 Apr 2020 CLIN 0002 1st Option Period 17 Apr 2020 “ 16 Apr 2021 CLIN 0003 2nd Option Period 17 Apr 2021 “ 16 Apr 2022 CLIN 0004 3rd Option Period 17 Apr 2022 “ 16 Apr 2023 CLIN 0005 4th Option Period 17 Apr 2023 “ 16 Apr 2024 CLIN 0006 Mobilization Date TBD CLIN 0007 De-Mobilization Date TBD LOCAL SOURCES RESTRICTIONS: This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offerors from non-local sources will not be considered under this solicitation. The solicitation is advertised and posted on AsiaNECO website http://asia.neco.navy.mil/ and available for all local sources. CURRENCY OF QUOTES: Quotes shall be priced only in Japanese Yen. The Price of this contract shall be expressed in U.S. dollars for the administrative convenience of the U.S. Government. Payment will be made in Japanese Yen. SAM REGISTRATION: Contractors must be registered in the System for Award Management (SAM) database to be eligible for award. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov/or by calling 866-606- 8220, or 334-206-7828 for international calls. A contract cannot be awarded to a contractor not actively registered in the SAM.
