Please see Industry Day Announcement, attached. ---------------------------------------------------------------------------------------- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATION, NOR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought is to identify qualified and experienced firms interested and capable of performing the work described herein. This notice is posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. This Sources Sought Notice is for firms with the following North American Industry Classification System (NAICS) Codes: 336611 - Ship Building and Repairing, 811310 - Engine Repair (except automotive, small engine), 811310 - Hydraulic Equipment Repair and Maintenance Service, 811219 - Navigational Instruments (e.g. radar, sonar) Repair and Maintenance Services, 488330 - Docking and Undocking Marine Vessel Services. The Government also requests interested firms with other NAICS codes that may relate to ship repair activities to submit a response to this Sources Sought announcement with your NAICS code and explanation of how you feel your services could benefit the Government. The Norfolk District, Corps of Engineers is examining the feasibility and industry interest in executing either a multiple award task order contract (MATOC) or multiple Master Ship Repair Agreements (MSRA). The intent of the contract vehicle, whether MATOC or MSRA, would be to accomplish all or any of the required repairs up to and including cyclic Drydock availabilities. Proposed trades are identified in Attachment A of this Sources Sought Announcement. Interested firms may indicate their interest/capability to perform in all or any of the trades, ability to execute all capabilities is not required to enter in to an MSRA. Further, the Government requests that interested firms discuss the merits and disadvantages to both the MATOC and the MSRA structure to enable the Government to make an informed decision regarding acquisition. The Norfolk District, Corps of Engineers is seeking qualified and experienced firms capable of performing routine and on demand/emergency maintenance of various types of vessels. The agreement will include programmed, cyclic maintenance and Drydocking of a 104 foot derrick boat, 80 foot crane barge, 65 foot aluminum monohull survey boat, 61 foot aluminum foil assisted catamaran, and a 56 foot aluminum debris tender. The agreement will also require repairs to several smaller craft ranging from 12 to 26 feet in length and their accompanying trailers. In addition, the Contractor will be required to conduct demand and/or emergency maintenance on vessel systems, to include, but not limited to, engine repair, electrical repair, hydraulics repair, load handling equipment repair, propeller replacement, outboard repair, etc. Diving services IAW EM 385-1-1 and towing services will also be required under this action. The Contractor shall be capable of performing maintenance and repair at either the Contractor's facility or the US Army Corps of Engineers, Norfolk District. Contractors should be prepared to execute multiple, simultaneous task orders, if required. The Norfolk District is considering award of either a Multiple Award Task Order Contract (MATOC) or a Master Ship Repair Agreement (MSRA) with one (1) base year and four (4) option years. The contract maximum is anticipated to $5,000,000.00 over the life of the agreement. This office anticipates award of a contract for these services no later than September 2019. Document "Ship Repair Sources Sought Attachment AR1" is attached for Potential Offeror's use. This document shall address, as a minimum, the Relevant Experience to include experience in performing efforts of similar size (value), scope (ship repair) and complexity (cyclic maintenance/drydocking, ship repair, engine repair, etc.) within the last 5 years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to this project. Also, this document will identify whether the interested party is a small or large business. Place of Contract Performance: Within 100 miles of Norfolk, Virginia, United States of America This Sources Sought Notice is not a request for Proposal, and should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. Interested Firms shall respond to this Sources Sought Notice no later than 2:00 PM EST 15 January 2019.
