- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation (Reclamation), Acquisitions Operations Branch (AOB) seeks to award a sole source award to Sirsi Corporation, 3300 N Ashton Blvd, Ste 500, Lehi, UT, 84043, for an EOS Web E-Library annual support renewal. SirsiDynix is the developer and/or sole source provider for all EOS International software and specialized services. The EOS Web E-Library Enterprise product was developed at private expense by SirsiDynix and is a proprietary software product that is only available from SirsiDynix. SirsiDynix also retains the exclusive trademark, copyright, trade secret and/or patent rights to the Enterprise software. The Enterprise software is provided only to those users that have signed a licensing agreement, therein agreeing to protect the confidentiality of the proprietary information and trade secrets of SirsiDynix ™s Enterprise software. SirsiDynix has sole knowledge of the development of the software and certain configuration requirements that are exclusive to the Enterprise software. Consequently, only SirsiDynix is able to sell and maintain the software as well as continue to make further enhancements in the Enterprise software. The North American Industry Classification System (NAICS) code for this acquisition is 511210 and the size standard is $38.5 million in revenue. The Government intends to solicit directly with Sisri Corporation. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Ability to engage ALL listed capabilities within the attached Sole Source Justification is required to be considered capable. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to bworkman@usbr.gov. If no responsive statements are received by 02/04/2019 at 12:00 PM MT, an award will be made to Sirsi Corporation.
