Description
1. Position Title: PEPFAR Deputy Country Coordinator 2. Market Value: GS-13 - $75,628 to $98,317. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. Salaries over and above the top of the GS13 pay range will not be entertained or negotiated. Post differential is currently at 25 percent. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract. 5. USAID/Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda Personal Services Contractor to serve as the PEPFAR Deputy Country Coordinator. The contractor will be seconded to the State PEPFAR Coordination Office (PCO), in Kampala, Uganda to share many of the duties of the PEPFAR Coordinator for the development and implementation of a unified program that capitalizes on the comparative advantages and competencies among the various U.S. Government agencies involved in implementing public health program activities funded by PEPFAR in country. This is both a management and a communication role. 6. Education: Bachelors-level degree or equivalent is required. Bachelors-level degree in Public Health, Health Administration, Public Policy, Public Administration, Social Science or related field is preferred. Masters-level degree in Public Health, Health Administration, Public Policy, Public Administration, Social Science or related field is desirable. 7. Work Experience: Eight to ten years of progressive, professional-level experience at the program management level with some background in HIV and AIDS is required. The incumbent should have a proven track record coordinating and communicating with large teams across organizational structures and managing complex processes. Because this position is a high-level advisory position supporting the efforts of the PEPFAR Country Coordinator and the interagency PEPFAR team, it demands an incumbent with credentials and credibility. Ability to perform at a senior level must be demonstrable, and experience applying effective communication and leadership skills is essential. As the Deputy PEPFAR Coordinator will serve as lead manager of the in-country, interagency PEPFAR budget, experience in developing and monitoring budgets is required. Experience living and working in developing countries, including coordination of activities with host governments, non-governmental organizations, and other donors, is highly desired. Experience with health, preferably HIV and AIDS, programs in the Africa region is desirable. Two or more years' experience in monitoring and evaluation of health or HIV/AIDS programs is desired. 8. Skills and Abilities: Superior communication skills and team orientation. The Deputy Coordinator will need to communicate information up, down and horizontally in a rapidly changing environment, with positivity and skill. Strong organizational skills: ability to plan, organize, coordinate and implement work inputs from several sources and partners, manage the simultaneous delivery of multiple outputs, ability to keep complex processes on schedule, and keep track of large amounts of data and a substantial overall country budget. Well-honed interpersonal skills: Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations and with external partners in a complex international and multi-cultural environment. Ability to lead the negotiation process on a variety of difficult issues. Excellent and demonstrated skills in facilitating effective team work. Ability to readily analyze and present data to a wide range of audiences in a clear and concise manner. Ability to work independently with little supervision. Excellent written and spoken English at native speaker level. Strong computer and writing skills with proven ability to produce concise well written reports and high quality presentations in Word, Excel, and Power Point. 9. Evaluation Criteria: Quality Ranking Factors (QRF) - Candidates must address and will be scored and ranked based on the following QRF: (a) Work Experience (50%) Eight to ten years of progressive, professional-level experience at the program management level with some background in HIV and AIDS is required. Introduction: The PEPFAR Deputy Coordinator shares many of the duties of the PEPFAR Coordinator for the development and implementation of a unified program that capitalizes on the comparative advantages and competencies among the various U.S. Government agencies involved in implementing public health program activities funded by PEPFAR in country. This is both a management and a communication role. The Deputy Coordinator serves as primary coordinator for meeting key reporting timelines related to the inter-agency PEPFAR program in country. As the day-to-day manager of the PEPFAR Coordinator's Office, job holder monitors the office budget, assigns and clears on work products prior to submission to the Coordinator and works closely with service providers to meet office operational requirements. The Deputy Coordinator facilitates communication between and among the participating U.S. Government agencies, working closely with agency program managers and the inter-agency coordination teams and technical working groups to ensure coordinated planning, implementation, and monitoring of PEPFAR supported activities, as well as technical support from OGAC. The Deputy Coordinator collaborates with the Coordinator in creating opportunities through events and activities for regular communication between the PEPFAR in-country team and the various partners, including the Ministry of Health and other participating organizations. While the Coordinator is responsible for ensuring annual PEPFAR budgets are effectively planned, the Deputy PEPFAR Country Coordinator serves as the budgetary control officer. The incumbent will be responsible for ensuring annual budgets are appropriately implemented across the USG PEPFAR agencies according to the approved COPs. S/he will effectively manage multi-year budgets, including ensuring that agencies do not incur major funding pipelines, through regular coordination with agency counterparts. In addition, the incumbent will manage all reprogramming of COP activities and budgets at the regularly defined planning intervals. The Deputy Coordinator will regularly report on budgetary status to the Coordinator, Executive Council, ITT, IAHT, Deputy Chief of Mission, and Ambassador. As the budgetary lead, the incumbent will serve as the primary local point of contact to the OGAC Management and Budget division and supervise day-to-day tracking of the PCO budget by the Program Assistant. In addition, the Deputy PEPFAR Coordinator serves as Acting Coordinator in the Country Coordinator's absence. As Acting Coordinator, s/he will attend the U.S. Mission Country Team, IAHT, support the Deputy Chief of Mission at the Executive council and other interagency meetings to report on PEPFAR planning and implementation activities and provide advice and counsel to the Ambassador and Deputy Chief of Mission, as well as other Agency leads, on all matters related to HIV/AIDS in Uganda. As Acting Coordinator, other responsibilities include: supervising PCO staff, chairing weekly PCO and biweekly ITT meetings, facilitating communications between and among the various USG departments and agencies involved in the PEPFAR implementation; liaising routinely with OGAC in Washington, DC (primarily the OGAC Uganda "Program Manager"); managing communication between the PEPFAR team and the national entities; and leading coordination of efforts with Government of Uganda agencies, such as the Ministry of Health and Uganda AIDS Commission, as well as with bilateral/multilateral donors, including Global Fund, UNAIDS, World Health Organization, World Bank, and others, and civil society. The incumbent will be a senior member of a very dynamic team in a fast-paced environment and S/he must be able to work independently with minimal supervision. The incumbent is accountable for the effective performance of the PCO and the ability for team members to work together to prioritize actions for effective implementation. MAJOR DUTIES AND RESPONSIBILITIES- A. Working under the direction of the PEPFAR Country Coordinator, provides day-to-day coordination in implementing PEPFAR. B. Coordinate and facilitate the development of all planning, budgeting, and reporting to OGAC and PEPFAR headquarters; serve as primary expert on annual COP development guidance for interagency team; disseminate and explain guidance to PEPFAR team; and coordinate with agencies to ensure implementing partners understand annual requirements. Provide day-to-day supervision and guidance to the Strategic Information Liaison on target setting and reporting and Program Officer as back-up on interagency planning and reporting. C. Serve as the budgetary control officer, monitor interagency and PCO budgets with available resources throughout the COP planning process, and track pipeline and expenditure reporting (ER) across the USG PEPFAR agencies throughout the year. Provide day-to-day supervision and guidance to the PEPFAR Program Assistant on management and tracking of the PCO and DOS budgets. D. As assigned by the PEPFAR Country Coordinator, respond to OGAC and PEPFAR headquarters' routine and ad hoc requests for information and reports in a timely manner. Interface within the USG agencies to ensure timely submission of all PEPFAR documents including the COP, the Annual Program Results (APR), Semi-annual Program Results (SAPR) and all other required documentation and reporting. E. Manage interagency communications. Prepare and disseminate periodic internal and external updates/status reports on PEPFAR in Uganda. Keep agencies on task for interagency efforts such as reprogramming, results reporting, etc. and provide all requisite related documentation to OGAC. F. Support the Coordinator to ensure biweekly ITT meetings are well organized. Coordinate biweekly ITT agendas and preparation and dissemination of meeting notes by the PEPFAR Program Assistant. Support Coordinator and the Deputy Chief of Mission to prepare for monthly Executive Council meetings, preparing agenda and seeking input from interagency. Ensure flow of information to/from TWGs and ensure that technical requirements are disseminated and translated to in-country TWGs and successfully implemented. G. As requested by the Country Coordinator, participate in PEPFAR Uganda policy and technical discussions and strategic planning and negotiations with the GOU, cooperating partners, and the USG interagency team to implement PEPFAR investment priorities. Present to external stakeholders on PEPFAR planning and reporting processes and results as needed. H. Assist with coordination of travel and meeting logistics for international visitors, including OGAC and PEPFAR headquarters representatives as needed, and others. Assist with planning and facilitating site visits for visiting dignitaries and others as needed. I. Assist the PEPFAR Country Coordinator, the PEPFAR Communications Officer, and the SI Liaison to assure timely and complete response to media requests for information on PEPFAR in Uganda. J. Act as the PEPFAR Country Coordinator in his/her absence. SPECIFIC TASKS TO BE ACCOMPLISHED: Program Development and Implementation (40% time) 1. Support the PEPFAR Country Coordinator, EC and ITT in facilitating a cohesive PEPFAR program for Uganda that makes the best use of the comparative advantages and competencies of participating USG agencies, achieves maximum results related to PEPFAR targets and GOU objectives for HIV/AIDS, and optimally responds to the needs of Ugandans at risk for, infected by, or affected by AIDS. 2. Lead preparation of annual Country Operational Plan, the semi- and annual reports on results, and expenditure reports of the Country Operational Plan, periodic reports and other requests for data/information from OGAC. Ensure documentation of policy and programming decisions for OGAC and the interagency team. Prepare and disseminate periodic internal and external updates/status reports on PEPFAR in Uganda, including budget information and results data. Internal audiences shall be limited to USG participants, including HQ. External audiences shall include GOU partners (Ministry of Health and Uganda AIDS Commission), cooperating partners, non-governmental implementing partners, civil society, and general public. 3. Serve as the budgetary control officer; ensure annual budgets are appropriately implemented across the USG PEPFAR agencies according to the approved COPs. Effectively manage multi-year budgets, including ensuring that agencies do not incur major funding pipelines, through regular coordination with agency counterparts. Manage all reprogramming of COP activities and budgets at the regularly defined planning intervals. Regularly report on budgetary status to the Coordinator, Executive Council, ITT, IAHT, Deputy Chief of Mission, and Ambassador. Serve as the primary local point of contact to the OGAC Management and Budget division and external audiences, including the GOU. Interagency Communications and Implementation Management (40%) 1. Maintain interagency tracker of internal and external meetings, visitors, deliverables, and other key dates in partnership with the ITT, and PEPFAR Program Assistant. Work with team members to establish timelines for the completion of tasks and work with the interagency team to ensure that USG agencies are fully aware of tasks and timelines for the submission of documents both internally and externally. Promote full professionalism in all work and submission of documents and communications both internally and externally. 2. Prepare regular communiqué (weekly or biweekly) to interagency team with key activities, events, and other news. Coordinate with PEPFAR Program Assistant to maintain interagency PEPFAR Uganda SharePoint site with document repository, calendar, and other items. 3. Liaise with and participate in the development of PEPFAR Uganda briefing and informational materials that are disseminated internally and externally. Coordinate with the ITT team on informational materials, press releases, speeches, strategy documents, etc. Ensure that all materials emanating from the PEPFAR Uganda office are of the highest professional quality and meet all programmatic requirements, including branding guidance. Special Initiatives and Other Requests (20%) 1. Support the PEPFAR Country Coordinator to respond to requests from the U.S. Embassy Front Office, OGAC, GOU, and other partners regarding special initiatives, regional meetings and conferences, and other PEPFAR and/or HIV/AIDS-related activities. Work with the interagency team to ensure that (1) PEPFAR Uganda is appropriately represented in meetings and conferences and (2) the interagency team adequately responds to initiatives and special assignments, as appropriate. 2. Assist in planning and implementation of headquarters and other special visitors, including Congressional and staff delegations. 3. Attend GOU, AIDS Development Partners (donor group), and other internal and external meetings with or on behalf of the Coordinator and interagency PEPFAR team when requested. Supervision: The PEPFAR Deputy Country Coordinator will report to the PEPFAR Country Coordinator.
