Description

NCRC EPOS FINAL DRAFT RFP 1. The purpose of this amendment to announcement W900KK-19-R-0011 is to inform Industry of a schedule change for posting of NCRC EPOS Final Draft RFP documentation. 2. Previous announcements notified Industry of the Government's intention to post the Final Draft RFP by 28 January 2019. The release date will now be on a date to be determined in February 2019. 3. Previous direction informed Industry that following release of a Final Draft RFP it is the Government's desire to receive comments, questions and recommendations within 1 week. Responses from Industry suggested more time is needed to prepare feedback. As a result, the Government will provide for submission on a date that is 2 weeks after the Draft RFP posts in February. MANAGEMENT OF EXPORT CONTROLLED TECHNICAL DATA 1. Industry is reminded to obtain Export-Controlled (EC) Controlled Unclassified Information (CUI) a copy of a current/active DD Form 2345 that has been approved by the Defense Logistics Agency Joint Certification Program (DLA JCP) must be provided to the Procuring Contracting Officer, or their designated representative (Contract Specialist). After receipt of the DD Form 2345 release of the documentation must be granted through the approval of a NCRC EPOS Distribution Agreement (NCRC EPOS DA). 2. Documents will only be released to the Data Custodian named on the DD Form 2345. The name of the Data Custodian must be kept current. Instructions for revising and renewing a DD Form 2345 are found on the DLA JCP website. 3. All contractors (e.g., prime contractors, team members, subcontractors, vendors, etc.) interested in the NCRC EPOS business opportunity are encouraged to obtain, or renew the DD Form 2345 at their earliest convienence to preclude delays when requesting EC CUI documents. 4. The NCRC EPOS DA contains provisions that permit prime contractors to flow down EC CUI in accordance with DoDD 5230.25, entitled Withholding of Unclassified Technical Data From Public Disclosure, after obtaining Government approval. Approval may be granted after the prime contractor provides the Government with a copy of the DD Form 2345 for each team member, subcontractor, vendor. The same apporval process applies to team members, subcontractors, vendors at all tiers. The Data Custodian for the prime contractor retains responsibility for the control and management of EC CUI released to team members, subcontractors, vendors. 5. To reduce the burden on prime contractor Data Custodians, the Government highly recommends each team member, subcontractor, vendor interested in the NCRC EPOS business opportunity obtain their own NCRC EPOS DA from the Government via the DD Form 2345 submission process. 6. DLA JCP approval of a DD Form 2345 has on average taken 2 - 4 weeks when requests are submitted electronically in accordance with intsructions on the DLA JCP website. Approval of the NCRC EPOS DA has on average taken 1 - 3 business days. 7. Response times, deadlines, submission dates posted under announcement W900KK-19-R-0011 will not be extended to accomodate the processing of DD Form 2345s and NCRC EPOS DAs.
