- The Naval Facilities Engineering Command (NAVFAC) Southeast is seeking eligible firms capable of performing construction services for the following: Project Description: The Dry Dock Recapitalization project at Naval Submarine Base Kings Bay, GA general scope includes repairs to the dry dock concrete body, cover, and various mechanical and electrical systems support operations. The Dry Dock is a covered reinforced concrete graving dock that is 700 feet long by 100 feet wide by 67 feet deep (from coping deck). The cover is 825 feet long, by 270 feet wide, by 120 feet tall (above coping deck); and is composed of metal roof and siding, supported by a coated steel frame truss system. The project is broken into three phases due to operational requirements. In general, the phases will include the following: Phase A: Activities include establishment of a free zone or lower security zone at the Dry Dock to support contractor access and laydown, procurement of long lead items and materials, overhaul of steel caisson door, mobilization and staging to support Phase B actions. Estimated allowable duration of Phase A after contract award is 12 months. A vessel will be in dock during this phase; therefore, direct access to the Dry Dock will be limited. Phase B: During this phase, work will be comprised of those activities that can only be accomplished without a vessel in dock. Work will include (but is not limited to): replacement of cover skin and coating preservation of cover superstructure; repairs and overhaul of crane rails; concrete repairs to dry dock body, flooding and discharge conduits, galley walls, sluice gate vaults; replacement of ship guide rails; overhaul to steel caisson; bridge cranes(2) overhaul; discharge pump piping; super flood piping; various sluice gates replacements; replacement of pumping control system; replacement of utility connections in gallery; support building HVAC system replacement; capstans replacement; auxiliary seawater system replacement with inclusion of disinfection system; chilled water piping replacement; branch circuit and equipment replacement; high bay(under the cover) lighting replacement; replacement of submarine utility stations; 15kV critical and industrial power switchgear replacement; upgrade substation; replacement of 480V motor control centers; and overhaul with new fire protection services including standpipes, paging system, new sprinkler system, and fire alarm system. Allowable duration of Phase B is 12 months with fixed start and end dates to be announced. Phase B will not commence until free zone in Phase A is complete and a vessel is no longer in dock. Phase C: Activities during this phase will include: miscellaneous building repairs; concrete repairs to the utility and auxiliary tunnels; concrete repairs inside pump station; repairs to roof drainage system; roof replacement of various support buildings; floor drainage pump replacements; replacement of various original equipment in the Utility service building; and replacement of various systems (mechanical, electrical, fire) in 7 support buildings. Allowable duration of Phase C has not been established but these activities will only be performed after completion of Phase B. Duration for Phase C will be provided with the release of the solicitation. The office anticipates an award of the contract of these services in January 2020. In accordance with DFARS 236.204 the Project Magnitude is $400,000,000 to $600,000,000 Firms must be able to demonstrate bonding capacity for a single project of $600,000,000. Please clearly identify the following information in Block 3, of the Contractor Information Form and provide a letter from the surety. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of both potential business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8 (a) Mentor Protégé, please indicate the percentage of work to be performed by the Protégé. 2. Completed SOURCES SOUGHT PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project.
