N40085-19-R-9038 REGIONAL REPAIR AND MAINTENANCE OF DOORS THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal at this time. This is a sources sought notification issued by the Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) Norfolk, VA. This is not a Request for Proposal. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only. The intent of this notice is to identify potential veteran owned businesses (VOSB) service disabled veteran owned businesses SDVOSB), HUBZone businesses, small disadvantaged businesses (SDB), certified 8(a), and women owned small businesses (WOSB) certified by the Small Business Administration (SBA) capable of providing Regional Maintenance and Repair of doors for NAVFAC Mid-Lant Hampton Roads Area of Responsibility (AOR). The Contractor shall provide all labor, supervision, tools, materials, equipment, facilities, transportation, incidental engineering required to perform maintenance, repair, alteration, demolition and minor construction for the following: -Building and Structures, Interior and Exterior Doors (including fire doors), -Electrical and Manual Overhead Rolling -Garage Type -Rapid Speed Canvas -Industrial and Storefront sliding and Bi-folding Doors The successful Contractor shall provide services for the following locations: Norfolk Naval Shipyard(NNSY) and annexes, Portsmouth; Little Creek Site including - Naval Amphibious Base Little Creek, Fort Story, Norfolk; Sewells Point Site including “ Naval Station and Chambers Field, Norfolk; Oceana Site including “ Naval Air Station, Fleet Training Center Damn Neck and, Fentress Airfield, Virginia Beach; Peninsula Site including “ Naval Weapons Station, Yorktown and Cheatham Annex, Williamsburg. Also included are all outlying bases within a 50-mile radius of each base. The North American Industry Classification System (NAICS) code for this proposed competitive procurement is 238290 (size standard $15M). This procurement is for a performance-based contract that is comprised of both Recurring Work (Fixed price) and Non-Recurring Work (indefinite delivery, indefinite quantity (IDIQ)). The proposed requirement would be for a base period of one (1) year and, four (4) one-year option periods which, cumulatively, will not exceed sixty (60) months. The Non-Recurring work may be ordered utilizing FedMall, or through the issuance of a task order specifying the exact locations and types of work to be accomplished. The period of performance will be specified in each task order by the Contracting Officer, or by each FedMall order. SUBMITTAL REQUIREMENTS: Any and all qualified firms are encouraged to respond. It is requested that interested parties submit a brief capabilities package. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company ™s ability to demonstrate existing, or developed, expertise and experience in relation to this requirement in terms of repairing various types of doors at various military locations in the Hampton Roads area. The Capability Statement should include the following: 1) Name and address of firm, 2) Relevant experience and past performance, 3) Size, status, program, if applicable, 4) Ownership, 5) Year firm was established, 6) Name of two principles to contact, including title and telephone number, 7) Approved NAICS for your firm. 8) DUNS number 9) CAGE code  Examples of contracts held within the last five years of similar size, scope, and complexity as the work indicated. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government /Agency point of contact. The information must be complete and sufficiently detailed to allow the NAVFAC team to determine the firm ™s qualifications to perform the defined work. Please provide on 8 ½ by 11-inch standard paper and limit number of pages to 8 (including all attachments). Additional information related to this procurement will be available once the specifications are available in electronic format only on www.neco.navy.mil website. The Government reserves the right to request additional information as needed, from any and all respondents. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.
