Description

This is a sources sought, request for information (RFI) notice and should not be construed as a solicitation announcement. The submission of this announcement is for the purposes of compliance with FAR 5.205. It is not to be construed as a commitment by the government to procure or compete for any services or supplies. The Fleet Logistics Center Norfolk, Philadelphia Contracting Office is seeking marketing information, from responsible sources to gain knowledge of potential qualified small business or 8(a) sources capable of providing the following: Professional acquisition services necessary to support all types of contracting requirements pre - and post - contract award. Prospective companies must be familiar with the electronic purchase request database application called PR Builder and the Procurement Desktop Defense (PD2) application. The Company must have a SECRET clearance and meet the minimum qualifications as stated herein. Detailed requirements are as follows: a. The Company shall exhibit expertise in Simplified Acquisition Procedures (SAP) of all phases from acquisition planning to closeout operations, including extensive knowledge of the procedures in the Federal Acquisition Regulation (FAR) and Part 6, 8, 12, 13 and 15 along with the Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy Marine Corps Acquisition Regulation Supplements (NMCARS). The Company shall have strong customer service skills. The Company must be able to support various Government personnel with preparing their procurement packages for award. b. The Company is required to possess extensive database application experience, specifically, Procurement Desktop Defense (PD2) and Federal Procurement Data System “ Next Generation (FPDS-NG), in creating correctly formatted documentation. Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting is a plus. c. The Company shall be proficient in the English language at a professional business level and use customary business grammar and syntax in all correspondence and respond both orally and in writing in a professional business manner. Experience with Microsoft Office Suite, Outlook and Adobe software is required. d. The principal place of performance is Quantico VA. The Company must be able to travel to support OCONUS / CONUS sites as well as have a valid passport to support OCONUS travel as required. The North American Industry Classification System (NAICS) considered for this effort is 541990 All Other Professional, Scientific and Technical Services. The SBA business size is $15 Million. All responsible sources may submit a capability statement, catalog, proposal, or quotation, which shall be considered by the FLC Norfolk Philadelphia Office. Product and company information, and CAGE code must be submitted email to luis.aymerich@navy.mil. Submission shall be received by 4:00 PM, Eastern Time, 13 February 2019 and shall not exceed four (4) 8-1/2 x 11 pages for company information. It is requested the information be submitted in PDF format. This synopsis is only for market research purposes. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government.
