Description
NOTE: DELIVERY TIMEFRAME WAS CHANGED: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Request for Quotation (RFQ) number is N0018919QZ084. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-01 and DFARS Publication Notice 20180928. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334510 and the Small Business Standard is 1500 Employees. This is a competitive, unrestricted action. The Small Business Office concurs with the set-aside decision. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office requests responses from qualified sources capable of providing the following laser system for the United States Naval Observatory (USNO). The system is listed below. Only quotes in accordance with (IAW) the Statement of Work (SOW) (i.e. equal to or greater than) will be considered for this procurement. The Government intends to award a firm-fixed price (FFP) contract as a result of this solicitation. Item Number Supplies/Services Quantity (each) 0001 Strontium Optical Lattice Clock Laser System IAW Statement of Work 1 TOTAL Delivery is anticipated to be 9 months or sooner after date of award. The contractor shall specify a delivery timeframe within its quote. Delivery Location is United States Naval Observatory (USNO), 3450 Massachusetts Ave., NW Washington, DC 20850-5420. F.O.B. Destination applies. Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. (End of clause) 52.212-2 EVALUATION “ COMMERCIAL ITEMS. (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price factors shall be used to evaluate quotes. They are listed here in descending order of importance: (i) Technical Capability (ii) Past Performance (iii) Socio-Economic Plan The non-price factors, when combined, are more important than price. DFARS clause 252.213-7000 applies. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ™s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Therefore, to the extent supplies and services are available in the commercial marketplace, the contractor is required to meet the relevant accessibility standards contained in 36 C.F.R. Payment under the resultant contract will be made via Wide Area Workflow (WAWF) and in accordance with DFARS 252.232-7006. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes from shall include RFQ #, price(s), FOB destination, a point of contact, name and phone number, CAGE Code, DUNS, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. This announcement will close at 2pm EST on 02/14/2019.
