- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Planting of Sea Oats Naval Facilities Engineering Command Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to providing all labor, supervision, tools, materials, equipment, transportation, and management necessary to provide all materials and equipment needed to plant 15,000 Sea Oats and/or Bitter Panincum for the Base Year and 10,000 Sea Oats and/or Biutter Pannicum for each Option Year on Onslow Beach at Marine Corps Base Camp Lejeune. The percentage of Sea Oats to Bitter Panicum will be dependant on availability but should be no less than 70/30. The contractor is to provide specialized equipment to jet holes, fertilize and water-in plants during planting to increase plant survival and vigor. The contractor is to deliver plants and provide a watering wagon, osmocote fertilizer and labor to conduct plantings. Delivery will be between 1 May and 30 April and consist of a total of 15,000 Sea oats and/or bitter panicum (availability dependant) for the base year. This contract may require more than one delivery depending on product availability and survival of plants. The Government intends to award a Firm Fixed Price/Indefinite Quantity type contract with a base period of one year plus four (4) option years. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 111421 and the annual size standard is $.75 M. This contract will replace a five-year contract for similar services awarded in 2014 for $135,000 total for all five years. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a one (1) page capability statement and a positive statement of eligibility as a Small Business type. The capability statement shall include the following: Ability to meet all technical requirements outlined in this notice Active in the System for Award Management Registration (SAM) with: o DUNS number o CAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 111421 If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice.
