- The U.S. Army Corps of Engineers, Philadelphia District intends to award a Firm-Fixed Price contract for performance of Design-Bid-Build construction services for an Aircraft Maintenance Hangar, located at Dover Air Force Base, Delaware (a restricted access installation).The magnitude of this construction project will be between $25,000,000 and $100,000,000. DESCRIPTION : The proposed project is for the construction of a single bay, fully enclosed, fuel cell capable C-5 and C-17 Aircraft Maintenance Hangar, located at Dover Air Force Base, DE. The new facility will be constructed adjacent to the existing airfield. The structure will be comprised of approximately 84,176 square feet. The majority of the building area is dedicated to the dual function fuel cell/general maintenance hangar bay space while the remaining area includes office spaces, tool rooms, break room, toilet and locker facilities, and support functions such as mechanical, electrical, fire pump and telecommunications rooms. The project will utilize vertical lift fabric doors for the hangar bay. The project will require proper implementation of safety and security features to include but not limited to providing and installing blast resistant exterior windows and doors in the office/administrative areas and providing and installing a fire suppression system including a low level high expansion foam system. The project also includes related infrastructure such as roads, utilities, improvements and an option bid related to parking areas. The facility will require enhanced commissioning upon completion to validate energy performance and must obtain LEED Silver certification. The construction site is adjacent to an active military airfield and the contractor will be required to ensure site safety and to coordinate construction activities with airfield operations. Airfield operations will not be interrupted which could require after hours utility connections and/or scheduling weekend work. This will ensure current airfield functions are continuous and not disrupted during construction. The contract duration for construction is anticipated at approximately 610-calendar days. TYPE OF CONTRACT AND NAICS : This is Firm-Fixed Price contract with Options. The North American Industry Classification System (NAICS) Code is 236220 with a Small Business Size Standard of $36.5 million. TYPE OF SET-ASIDE : None. This is an Unrestricted Full and Open procurement. CONSTRUCTION MAGNITUDE: The magnitude of this construction project will be between $25,000,000 and $100,000,000. SUBMISSION : The basis of award is the Tradeoff Process. The Contracting Officer will award a firm fixed price contract to the responsible offeror whom the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. Detailed technical evaluation criteria will be included in the RFP package. Price proposals must be submitted along with technical proposal to the Contracting Officer in accordance with the requirements of RFP. A site visit to the Dover Air Force Base, Delaware for examination of products requested is scheduled to be held on or about March 1, 2019 time TBD. Offerors must contact EMO Point of Contact to schedule a visit. EMO POC will be provided in RFP. Offerors are advised that the Government may award a contract based on initial proposals received without discussions or any contact concerning the proposal received; therefore, each proposal should contain the offeror's best terms. The Solicitation Number W912BU-18-R-0026 will be issued on or about 19 February 2019 with a closing date of on or about 5 April 2019 at time defined in RFP. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the internet. Contractors may download the solicitation (including any attachments) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and submitted with your proposal at time of proposal due date specified in RFP. At time of proposal due date, all offers will be required to be delivered hard copy included to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Joseph Manney. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
