Page 5 of 6 Sources Sought Synopsis Only This is not a solicitation announcement. This is as sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small business, small disadvantage business, Veteran owned small business (VOSB), Service disabled Veteran owned small business (SDVOSB), or large business) relative to NAICS 325412, Pharmaceutical Preparation Manufacturing, with a size standard of 1,250 employees. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified and verified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov, can perform the service, VA will set aside the underlying solicitation per 38 U.S.C. §8127.   Responses to this synopsis shall be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this source sought announcement. General Requirements: The Department of Veterans Affairs (VA), Network Contracting Office 16. Product Information: Radiopharmaceuticals or nuclear medicine supplies and services for Southeast Louisiana Veterans Health Care System, New Orleans, LA as per the statement of work for a base year with options. STATEMENT OF WORK FOR RADIOPHARMACEUTICAL AND ANCILARY Scope of Work: The overall purpose is to provide delivery of radioactive material(s) in the form of radiopharmaceuticals (radio-isotopes) along with ancillary medications and support materials to Southeast Louisiana Veterans Health Care System (SLVHCS) in the Nuclear Medicine Department, Room 2G 221, 2400 Canal St, New Orleans, LA 70119. Product is used as an Imaging pharmaceutical and administered by IV injection or orally by a Nuclear Medicine Technologist prior to the Nuclear Medicine study. RADIOPHARMACEUTICAL DELIVERABLES DELIVERY All radiopharmaceuticals shall be delivered in unit dose form in lead-shielded containers. Plastic shrink wrap fitted at union of container cap and base to ensure proper seal. The first daily delivery shall be made to SLVHCS, Nuclear Medicine Department; room 2G 221 by 6:30 a.m. unless prior authorization arrangements have been made. Subsequent deliveries will likewise be made as described above as needed. All delivery personnel from radio-pharmacy will be escorted to Room 2G 221. After hour deliveries to include Weekends (Saturday/Sunday) and all Federal Holidays (or any other day specifically declared by the President of the United States to be a national holiday) will be made available. If Nuclear Medicine personnel are not present, please contact the V.A. Police. They will escort and unlock the Nuclear Medicine Department 2G 221 for placement of the packages. Requests for emergency doses shall be delivered within 60 minutes of placing the order. Emergency and priority studies consist of 20% -30% of the daily schedule. Radioactive shipments prepared in advance to anticipate emergency or routine studies are not acceptable. The purpose of the conference is to aid both Government and contractor personnel to (1) achieve a clear and mutual understanding of all contract requirements, and (2) identify and resolve potential problems. It is not a substitute for the contractor's fully understanding the work requirements at the time offers are submitted. The personnel assigned by the contractor to perform the services covered by this contract shall be licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. The qualifications of such personnel shall also be subject to review by the VA Chief of Staff and approval by VA Facility Director. The parties of the contractor shall not be considered VA employees for any purpose and shall be considered employees of the contractor.
