- The combined synopsis solicitation 36C10E19Q0046 0005 is amended as follows. The following is to answer a vendor question and to extend the closing date to 02-18-2019 at 5:00 PM Central Standard Time. 1-Question: Regarding the environmental portion of the bid, how does government expect to achieve clearance levels of 40 for lead in the area if the concrete is not sealed? Will it need to be sealed as part of the scope of work? Note that right now the SOW just states broom clean. 1-Answer: We are not asking the contractors to do a massive cleaning or seal the surfaces. We are requiring that the dust generated from the work activity be controlled and isolated to the work area. The highest levels of lead from previous wipe sampling were found on the top of one shelf. This was an area that was not part of routine housekeeping. We need to ensure that the project did not adversely affect the area by generating dust. If the work activities were adequately controlled and the work area was isolated, there should not be an increase in the dust levels. The contractor will need to meet a criterion for re-occupancy of the space. In lieu of the normal clearance criteria, GSA will collect background samples from horizontal surfaces within the work area (interior areas only) before the work begins and then collect post-project samples in the same locations after the final cleaning. The levels will be compared and if the post-project samples are as low or lower than the background samples, then the area has been cleared and re-occupancy can occur. If this criterion is not met, additional cleaning will be necessary. Cleaning should not be done with a broom, but with lead-safe work practices, such with a vacuum with HEPA filtration or wipes with D-Lead or equivalent. Keep in mind that the contractor must perform their own personal sampling of their employees as per the OSHA Lead in Construction standard (29 CFR 1926.62) in order to determine the appropriate PPE for the employees. The new samples will be collected on Tuesday Feb 5, 2019 by GSA and will be provided to contractors via the contracting officer on Friday Feb 8, 2019 as an RFQ amendment. Based on the above new information, the solicitation close date is extended to 02-18-2019 to allow more time for contractors to submit quotes. There are no other changes.
