- This was submitted as an oral solicitation in accordance with FAR 13.106.1(c). In accordance with FAR 5.101 at this threshold, solicitation must be publicly posted for a period of 10 days. This posting is done as a SDVOSB set-aside under NAICS code 561621. Any interested and capable contractor within this socioeconomic category is encouraged to supply a quote per instruction below. Attached you will find a statement of work for Fire Damper testing. The Buffalo VA Medical Center is seeking to award a contract for this service. This solicitation is an open market SDVOSB set aside for all the items. Any quote/bid for partial request will be deemed non-responsive. The solicitation is lowest price technically acceptable (LPTA) and the lowest priced quote for services deemed technically acceptable upon review against the technical specifications and characteristics required will receive the award. Interested parties must provide a capabilities statement, of length no longer than 10 pages, reflective of the company s ability to meet this requirement along with itemized pricing. Responses received after Tuesday, February 15, 2019 at 4:00pm EST will be determined late. RFI s will not be accepted after Tuesday, February 12, 2019, at 12:00pm EST. Please provide past performance references for requirements of similar scope and complexity. PPIRS will also be reviewed for performance ratings. Past performance information will be evaluated as acceptable or not acceptable. Companies with no past performance will receive a neutral rating. Below is an optional template for pricing. You may also provide your own document but labor and materials must be broken out to allow for price reasonableness determination.
