- The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to issue a cost-plus-fixed-fee, sole source, modification to The Boeing Company for F ollow on Test and Evaluation (FOT&E) services for the F/A-18 and EA-18G (N00019-16-G-0001 DO N0001919F2589). The service requirements provide engineering support for the F/A-18 and EA-18G programs: Long Range Anti-Ship Missile (LRASM) and Small Diameter Bomb Two (SDB II). The engineering support includes; aircraft systems design engineering for aircraft troubleshooting, repair and modification, technology engineering to support airworthiness and avionics testing (Flutter, Loads, Noise and Vibration (N&V), Flying Qualities (FQ), Stores Separation, and Operational Limitations Database management), support weapons integration efforts, and requires Depot Level Authority for Engineering and Manufacturing Development (Clear Forms, Remote Site Engineering Orders, aircraft modifications, and Material Review Board). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: The Boeing Company is the sole designer, developer, and manufacturer of the F/A-18 aircraft in its various configurations and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This is an on-going effort with Boeing. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
