- Request for Information 36C77619Q0036 Remote Patient Observation System I. Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes this request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to announcement. NAICS 541512 (size standard $27.5 million) applies. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for a commercial off the shelf (COTS) remote patient observation system. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Requirements: Please see attached DRAFT PWS. III. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 20 pages. Please also include a cover page (not included in page limit) which includes, at a minimum, the company s name, address, Dunn & Bradstreet number, GSA contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Past Experience Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. The name, address, and dollar value of each project The Prime Contract Type, Firm Fixed-Price, or Time and Material The name, telephone and address of the owner of each project A brief description (no more than a few paragraphs) of each project and why it is relevant to this requirement., including difficulties and successes Your company s role and services provided for each project B. Capabilities / Qualifications: Capability/Qualifications A written response (no more than 20 pages) providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. The below information and responses questions shall also be included in your Capability Statement. Please provide a brief company profile indicating number of years in the virtual/tele sitter industry and describing your company s geographic scope of coverage and services offered. Please provide your current or past experience providing and implementing a standardized enterprise wide Tele-sitter Program within the Department of Veterans Affairs, other federal agency, or commercial/private healthcare delivery organization. This would include providing the full range of equipment, services, medical systems application and licenses, and sustainment support for the enterprise program. Please list all healthcare delivery organizations you currently or have you had experience providing this scope of work. Please provide the manufacture(s) and model(s) of the audio/video (A/V) technology which is integrated into your medical application. Is the hardware FDA approved? If so, please provide documentation supporting your response. Please provide the size specification of the A/V equipment. Is the A/V solution an all in one system or can different components be mounted in separate locations in the patient room? Please provide the operating system required to utilize the A/V component. Does your system allow for remote reboots of the video endpoint? Please detail whether this is a soft reboot or a hard reboot. Please describe the network security/connectivity requirements including: Minimum bandwidth requirements, Jitter requirements, Packet Lose Does the hardware utilize wired and/or wireless network connections? If wireless, please provide FIP-140-2 certification Does the A/V equipment offer any enhance visual assistance? (ie. night vision and preset camera positions) Please describe all available features. Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, potential teaming partners. Please also provide the number of employees your business has or has access to. Federal Supply Schedule - If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS applicable to this requirement. Sub-Contracting Limitations Please provide clarification that you can maintain compliance with sub-contracting limitations in accordance with FAR Clause 52.219-14, Limitation on Subcontracting (November 2011) applies to this procurement and all TOs issued against it. Therefore, Contractors are cautioned that the requirement to perform 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern for TO. Draft PWS Comments: The Government is seeking input and comments on the attached Draft PWS documents. Performance Work Statement Questions 1. Are any of the requirements included in the draft PWS unreasonable and/or unattainable? If so, why? 2. Are any of the requirements included in the draft PWS unclear and/or ambiguous? If so, how would you recommend clarifying them? 3. Please provide any comments and/or questions you may have, as well as your thoughts on the draft PWS. 4. To accomplish the requirements of the draft PWS, what schedule and timeline would your firm propose? 5. What else has your firm seen that could help better structure the VA offering? 6. Are there additional tasks that you think is needed for this requirement? 7. Please provide any comments or questions on Contract type. The Government has attempted to describe the work in such a way that will allow for certain functional areas within the IDIQ/BPA to be fixed, unit CLINS. This will allow the Government to issue a TO/DO for certain CLINS without the need for voluminous quotations at the task order level. 8. Are there any issues with the above strategy? As written, is there sufficient information for an offeror to provide CLINS for the functional areas? Acquisition Questions: 9. Identify potential issues or concerns (from your previous experience) that should be addressed by the VA to avoid circumstances where anticipated savings are smaller than expected or realized. 10. What existing contract vehicles does your firm utilize for similar projects? e.g., GSA Schedule 70, GWACS such as GSA Alliant, another GSA contract or BPA, open market (FAR 12&15). Are any of them applicable to this requirement? 11. Does your firm have experience (past performance data) related to a similar size and scope Federal Government Requirement? 12. What specific labor categories do you think is needed for this requirement? It is requested that the above information be provided no later than Wednesday, February 27th, 2019 at 12:00PM EST.
