Solicitation Number: RIK-OTA-19-R-RMD Title : Common Open Architecture Radar Programs specification (COARPs) Radar Mode Demonstrations Prototype Synopsis : The Government anticipates releasing a Request for Whitepaper (RFWP) for Project Announcement (PA) No. RIK-OTA-19-R-RMD under the Air Force Research Laboratory (AFRL) Other Transaction Agreement for Prototype No. FA8750-16-9-9000 with SOSSEC, Inc. The intent of this notice to promote opportunity to potential vendors. Participation in the forthcoming RFWP is required for potential future Request for Project Proposal (RFPP). Participation in this industry day and the anticipated RFWP will require membership in the SOSSEC Consortium. SOSSEC, Inc. is the Open Systems Acquisition Initiative (OSAI) awardee/recipient. The AF OTA is an agreement between the Government (AFRL/RI) and the SOSSEC consortium, and SOSSEC acts as a mentor & intermediary, supporting companies that bid solutions. Membership fee is $500 with a minimum 2 day waiting period to become a member. The Government intends to award one or more projects under this solicitation to prove that mode development utilizing Mode Development Kits (MDKs) following a COARPs philosophy is not only possible, but is also cost effective, timely, and facilitates competition. This Radar Mode Development prototype effort has three major objectives: 1) Develop advanced radar mode prototypes for potential technical transition; 2) Advance radar mode state of the art; and 3) Path-find a process for competitive COARPs-based radar mode acquisition. Underlying these technical and business objectives are the COARPs philosophy that radar modes are independently acquirable from the radar hardware to enable best-of-breed solutions, maximize competition, and deliver capabilities faster and more affordably. The prototype modes developed under this study will become a part of a Government owned mode repository. In support of objectives 1 and 2, the effort will develop and demonstrate COARPs 2.0 compliant prototype radar modes. The Government seeks airborne radar modes, such as: 1) traditional (e.g. Moving Target Indicator (MTI) and Synthetic Aperture Radar (SAR) modes); 2) non-traditional/advanced (e.g. Automatic Target Recognition (ATR), other forward thinking modes). Performance of all proposed modes should demonstrate capability against various operational conditions such as: targets/speeds/sizes, terrain, and weather conditions. The vendors' treatment of Electronic Protection capabilities is of particular interest to the Government. The objective is not to pursue an all-in-one mode to perform all missions in all environments, but instead develop COARPs-compliant modes that provide a suite of capabilities for adaptation to specific mission needs. The developers will strive to maximize mode performance, innovation, and extensibility.
