This is a solicitation issued as a request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Responses to this Request for Quotation (RFQ) are due to the Contracting Officer no later than 4:00 pm on 12/16/2018. Responses to this announcement will result in a Firm Fixed-Price Requirements Contract with FOB Destination and the Government intends to make award under this announcement without discussions. All information submitted in response to this announcement is voluntary and the Government will not pay for information provided nor will it compensate any respondent for any cost incurred in developing information provided for the Government. Offerors are responsible for obtaining any and all amendments or additional information concerning this announcement at https://fbo.gov. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov The U.S. Department of Veterans Affairs, National Cemetery Administration, and the Keokuk National Cemetery anticipates a purchase order for one year of tree care delivery services. The applicable North American Industrial Classification System (NAICS) code for this procurement is 221310, with a business size standard of $27.5 Million. The National Cemetery Administration is seeking quotes from Service Disabled Veteran Owned Small Businesses (SDVOSBs) qualified for the provision of a one year contract for Irrigation System Service and Maintenance Full system blow-out/winterization in the Fall. 001AL-11-15-A Limitations on Subcontracting Monitoring and Compliance (June 2011) This solicitation includes VA Acquisition Regulation (VAAR) 852.219-10 VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (JUL 2016) (DEVIATION). Accordingly, any contract resulting from this solicitation will include this clause. Fort Snelling National Cemetery currently irrigates 180 acres along with 15 functional satellites, 352 zones, controlled by 371 valves, with at least 4,250 sprinkler heads. Additionally, there are 82 stand pipes and approximately 170 quick connects. The contractor shall furnish all resources (i.e. supervision, labor, transportation, supplies, material, and equipment) necessary to fulfill all requirements and satisfactorily perform all services described in the SOW in a safe, orderly, timely efficient and workmanlike manner. Product Description: The contractor shall provide: a. The work specified herein to facilitate the successful and ongoing operation of an automatically controlled underground landscape irrigation system controllers and control devices, control valves, sprinkler heads and accessible field wiring. b. The winterization shall be performed sometime between Sept 23 and Oct 15. The exact start date will be determined by the COR. c. Spring start up shall be performed sometimes in April or May. The exact start date will be determined by the COR. d. Winterization shall include the following procedures that shall be performed in each zone. Blowout water using appropriate size air compressor. The contractor shall take measures to ensure to preclude excessive friction and heat buildup due in part, to rapid induction of forced pressurized air into the irrigation system during blowout. Reseal piping to prevent infiltration of ground water. Work with COR to provide tag out/lock out of all irrigation main line valves. Written documentation of procedures taken and findings. e. Spring start up shall include the following procedures that shall be performed in each zone. Check the system for obvious external damage and missing heads. Satellites shall be used to test for functionality to all irrigated areas Fill system and check for breaks and leaks, proper operation and water distribution in all irrigated areas and supply areas Remove, clean, replace clogged and broken heads and valves. Fix or repair all breaks or leaks to the entire irrigation system Recalibrate and adjust all aspects of each system and zone. Provide documentation of the conditions found and work performed to the COR. The government reserves the right to award any combination and or/all line items as it deems is necessary to accomplish the mission of the cemetery. GENERAL PARAMETERS: 1- The contractor is responsible to ensure that all work shall be done in a manner that safeguards all VA visitors, employees, and public. The Contractor shall be solely responsible for any and all actions initiated and/or completed by his/her employees. Furthermore, the contractor and his/her employees shall be fully compliant with all applicable Federal, State, County and City laws, and ordinances. 2- Damage to Government property: Contractor shall be responsible for repair or replacement of any cemetery structure or property, including buildings, turf, curbs, road pavement, headstones or markers, water system components, or control markers, that are chipped, marred, damaged and/or ruined at the fault of the Contractor. The contractor shall bear all costs associated with replacement and reinstallation. Any such damage shall be brought to the immediate attention of the appointed COR prior to repair/replacement/installation. 3- Contractor shall be responsible for cleaning any cemetery structures that are soiled or stained as a result of contractor s performance. The contractor shall wash-down with water all soiled or stained structures and grounds at the end of each workday. No synthetic chemicals may be applied to Government property. The contractor shall bear all costs associated with washing and cleaning. Any such washing/cleaning shall be brought to the immediate attention of the COR prior to washing/cleaning. 4-The contractor is responsible for the safety and security of his/her own equipment, tools, and supplies. The Government is not liable for damage, loss, or theft of contractor equipment, tools, and supplies. C.2 CONTRACTOR-FURNISHED ITEMS 1- The contractor is responsible for supplying all equipment, personnel, tools, supplies and materials to perform these services. 2- Contractor-furnished items necessary to perform work as required under this contract shall be furnished, maintained and operated by the contractor and shall be consistent and fully compliant with all applicable Federal, State, County, City laws, ordinances and regulations. 3- The contractor is responsible for ensuring that all of his/her motor vehicles and equipment meet State s inspection, safety, licensing, registration, and insurance requirements. C.3 CONTRACTOR CONDUCT 1- Due to the sensitive mission of the cemetery, the work often requires contact with, and exposure to, grieving individuals. Contractor personnel must exercise and exhibit absolute decorum, composure, respect, and stability at all times. Inquiries from cemetery visitors shall be politely referred to cemetery staff. 2- Contractor shall maintain a neat and professional appearance throughout its workforce, vehicles, equipment, and maintenance areas. 3- Contractor employees shall not engage in loud or boisterous behavior, angry outbursts or use profane or abusive language at anytime on Government premises. Playing radios and/or electronic games/devices, smoking or chewing tobacco products, shall only be done at lunchtime and in a designated work area. C.4 SAFETY: Matters related to safety, and any actions of the contractor, must meet all safety requirements of OSHA, the State, and ANSI Standard Z133. It is incumbent upon the contractor to be familiar with these requirements. C.5 SUBMITTALS: Licenses/Certification: Copies of certificates of liability, worker s compensation insurance and certification will be required before work can begin. The contractor shall comply with all State, Local and Federal licenses/certifications required to perform the work. C.6 UTILITY LINES COMPLIANCE the corresponding utility company shall be notified by the contractor. The contractor shall obtain any necessary permits/ blue prints and cooperate with the utilities company/cemetery staff to avoid any damage or liability, and provide a safe work environment for his/her employees. C.7 PERFORMANCE PERIOD: The contractor shall complete the work required under this statement of work as specified from date of award through September 30, 2019, unless otherwise directed by the contracting officer. C.8 WORK HOURS: All work shall be performed during the normal working hours (8:00 a.m. to 4:00 p.m.), Monday through Friday, except with the written permission of the COR or his/her representative. When emergency situations are caused by the contractor, then he/she shall make arrangements with the COR to work on weekends to correct/eliminate the emergency in order to meet the period of performance. Work at the cemetery shall not take place on Federal holidays. The Government shall not compensate the contractor for emergency situations caused by the contractor. C.9 DAILY SCHEDULE: The contractor shall coordinate with the COR daily for the purpose of establishing a work schedule and to ensure that no work is being performed at the immediate site of a scheduled interment or ceremony. A list of scheduled ceremonies will be provided the week prior to the event, and a list of scheduled funerals will be provided the day prior to the service. The contractor is solely responsible for ensuring that no contract work causes any funeral, ceremony, procession or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised. The contractor is solely responsible for staying abreast of all such upcoming events and when in doubt, he/she must ask the COR. C.10 RECORD KEEPING AND REPORTING: The contractor's site manager or his designee shall provide the COR with weekly written accurate reports identifying work completed during the previous week. The site manager will also provide upon request a plan of action for the upcoming week. The government reserves the right to award any combination and or/all line items as it deems is necessary to accomplish the mission of the cemetery.
