- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ) from the United States Property and Fiscal Office for Florida, Purchasing and Contracting Division, St. Augustine, Florida 32084. Solicitation number assigned to this action is W911YN-19-Q-0003 and shall be used to reference any written quote provided under this Request for Quotes (RFQ) and any correspondence. FAR 52.219-6 Notice of Total Small Business Set-aside (NOV 2011). This is a 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 811191 with a size standard of $7.5 million. The Florida Army National Guard is looking for a one or more Offerors to Procure and Install Overhead Lube Systems at EIGHT (8) locations (attached) throughout the State of Florida for the Army National Guard. In accordance with FAR 13.101(b), Multiple Awards may be made. In making an evaluation, the Contracting Officer will assume that the administrative cost to the Government for issuing and administering each contract awarded under this solicitation would be $500. Offerors are to indicate the location(s) of interest by providing pricing. Minimum Requirements - Please provide a detailed quote in accordance with the attached "Scope of Work" with your Quote. (Any format is acceptable as long as it is clear and concise). The quote shall break out the materials to be supplied and installed as well as labor for installation. Also attached are the following documents that you will need to complete your Quote: Scope of Work; Floor Plans; and Site Visit date and location for each requirement. Responses are due NLT 1:00pm 28 FEBRUARY 2019 Period of Performance: Will begin in MARCH 2019, start date to be determined before award. SITE VISIT: SEE ATTACHMENTS FOR EACH LOCATION (8-LOCATIONS) POC: NOTATED ON EACH LOCATION DATE: SEE ATTACHMENTS FOR EACH LOCATION LOCATION: SEE ATTACHMENTS FOR EACH LOCATION A SITE VISIT IS STRONGLY ENCOURAGED. Offerors are strongly encouraged to inspect the site where installation is to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. FAR 52.237-1 Site Visit- Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. **See Site Visit Information ATTACHED. The Government intends to award a contract resulting from this request for quotation to the responsible offeror whose quotation results in the "best value" to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: 1) Pricing and 2) Quality. Evaluation Factors: 1. Pricing. The Government will evaluate offers for award purposes by the total price for the requirement. Itemization of the offeror is acceptable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. All line items will be used to evaluate lowest price. 2. Quality of Products - Quote detailing which products the Contractor will use to accomplish the requirements of the SOW. Documentation in sufficient detail to show an understanding of the work to be performed and the contractor's plan/methodology to perform the work in accordance with all the requirements and technical specifications described in the Scope of Work. All requirements and specifications described in the Scope of Work are mandatory. 1. Contractor representations and certifications - Shall be completed in the System for Award Management (SAM) (www.sam.gov). Contractors shall provide Cage Code indicating registration is active in SAM. 2. Pricing breakdown. Enter the full amount you are quoting in FBO on the line provided. (One line for materials the other for labor). A break down the materials to be supplied and installed as well as labor for installation shall be provided on a separate attachment and uploaded to FBO.
