- This solicitation consolidates the first three phases of Family Housing projects at Andersen Air Force Base, Guam. The work includes constructing one-story duplex buildings of reinforced concrete or precast reinforced concrete reinforced concrete typhoon shelter/housing structures. The magnitude of this project is estimated between $100,000,000 to $250,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236116 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. THIS PROCUREMENT IS UNRESTRICTED. The contract completion period is anticipated to be 835 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Large business concerns will be required to submit a subcontracting plan as part of the proposal. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. For evaluation of experience and past performance, a relevant construction project is defined as New construction of multi-family housing development project, consisting of fifty (50) or more one- and/or two-story units, approximately $10 million or more in dollar value, completed or substantially completed within ten (10) years of the date of issuance of this RFP. Alteration, renovation, or repair will not be considered a relevant project. Substantially complete means at least 90% physical completion. The Request for Proposal (RFP) will be available on or about 19 March 2019. Printed copies of the RFP will not be issued. The RFP, excluding the specifications and drawings, will be available through the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil. The RFP, including the specifications and drawings, can be accessed at the following direct link: https://www.fbo.gov/fedteds/TDPN6274219R1309 after the RFP is issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the NECO web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to NECO http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the FBO website using the direct link https://www.fbo.gov/fedteds/TDPN6274219R1309. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre-proposal site visit is tentatively scheduled for 25 April 2019 at 9:30 a.m. Ch.S.T. This site visit is to provide offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. The RFP will include the information that must be submitted to attend the site visit.
