Description
SOURCES SOUGHT SYNOPSIS: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to survey industry in search for vendors in the Arecibo, Puerto Rico area that can clean/sanitize paper records, filing cabinets and equipment that was exposed to airborne mole spores and restoring to a safe a usable condition from the storage to relocate at the field office. THIS IS AN URGENT REQUIREMENT. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS for this notice is 562910. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under the sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. The United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) proposes to award a stand-alone vehicle to one or more vendors with capabilities in mole document cleaning/restoration, sanitizing, mold removal, control and cleanup of paper records, filing cabinets and equipment at the USDA location in Arecibo, Puerto Rico. If qualified and interested, please submit your capability statements via email stating the following: 1. Name of your company, address, point of contact with phone number, e-mail address, CAGE code, DUNS, fax number and website (if applicable). 2. Your company's interest in submitting a proposal once a solicitation is issued. 3. Description of the company's history, personnel resources, and document restoration and office relocation. 4. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, HUB. Zone Small Business, Service Disabled Veteran Owned Small Business (SDVOSB), Small Women-Owned Business, etc. 5. Description of the company's capability to perform services similar to what is stated above. 6. If company is, or will be, part of a joint venture, state names of joint venture members and their business size(s). 7. Explain how your firm will be able to efficiently and effectively perform this urgent task. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 562910 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(c)(3) - Limitations on Sub-contracting, or subsequent clause for your specific socioeconomic category. Responses must be submitted to this office in writing, by email no later than 12:00 PM EST on Wednesday, February 13, 2019.
