- INTENT TO SOLE SOURCE The Department of Veterans Affairs, SAO Central, Network Contracting Office 10, intends to enter into a sole source procurement for Autolocking Medical Carts for the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, MI 48201. In accordance with FAR 13.106-1(b)(1) Soliciting from a Single Source, the Department of Veterans Affairs intends to award a purchase order on a sole source basis with Armstrong Medical Industries, Inc., 575 Knightsbridge Pkwy, P.O. Box 700, Lincolnshire, IL 60069-0770 for furnishing a quantity of ten (10) aluminum autolocking medical carts with accessories. The associated North American Industry Classification System (NAICS) Code is 3339113 and the Business Size Standard is 750 employees. The sole source rationale is based on the fact that the John D. Dingell VA Medical Center currently uses these exact same model carts with a security system that allows access to the carts, and this security system is proprietary to Armstrong Medical Industries, Inc. Using multiple branded carts with differing configurations and different security systems is not in the best interest of the Medical Center as this could adversely impact patient care during an emergency. This notice of intent is not a solicitation or request for competitive quotes or offers. No solicitation package is available. A determination not to compete this requirement is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses must be received no later than 4:00 PM Eastern Time, Tuesday, February 12, 2019. All responses shall be submitted to Jeffrey Rozema via e-mail at jeffrey.rozema@va.gov.
