Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notices does NOT constitute a request for proposal, request for quote, or invitation for bid. No Solicitation, Specifications, or Drawings are available at this time Naval Facilities Engineering Command Far East (NAVFAC FE), Public Works Department Atsugi, Facilities Engineering and Acquisition Division (FEAD) intends to issue a solicitation for firm-fixed price service contract for Operation and Maintenance of Sewage Treatment Plant at the Combined Arms Training Center, Camp Fuji, Japan . The subject requirement is being posted per Federal Acquisition Regulation (FAR) 6.302. 1. NAICS code: The North American Industry Classification System (NAICS) code is 221320. 2. DESCRIPTION OF WORK: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to operate and maintain of sewage treatment plant and sewage and drainage system, to collect and transport sewage sludge service, and to analyze wastewater service at Combined Arms Training Center (CATC) Camp Fuji. 3. CONTRACTOR LICENSE REQUIREMENT: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. 4. STATUS OF FORCES AGREEMENT (SOFA): The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S. Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. 5. This contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Gotemba Eiseisha Co., Ltd. is the only eligible contractor with permission to perform and furnish effort including labor, material and facilities for the sewage collection and disposal services for Camp Fuji area. 6. By the Sewage Act (Act No. 43 of 1983) issued by the Government of Japan, the septic tank cleaning company must possess the permission from the mayor or head of the city, town, or village who has jurisdiction over the area where the company performs work. 7. Firms that have the capability to perform the above work should notify us within seven (7) calendar days after the date of publication of this synopsis. This notice of intent is not a request for competitive proposal. However, all responses received within seven (7) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. 8. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 9. This notice does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor, to pay for any costs incurred as a result in replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.
