- The Department of Veterans Affairs South Texas Veterans Health Care System in San Antonio, TX is posting this combined Synopsis/Solicitation for Pulmonary Function Testing Equipment through the Contracting Officer in San Antonio, Texas. The government intends to make a contract award to the Lowest Price Technically Acceptable vendor that can provide the required items in accordance to the attached documents, as a result of this solicitation for quotes.. This action is a total small business set-aside for service-disabled veteran owned small business (SDVOSB) only. The NAICS is 339112. Responses to this notice will be used by the Government to make appropriate evaluations and award decisions. Please submit all required information to Ognian Ivanov via e-mail: Ognian.Ivanov@va.gov by Friday, 15 February 2019 11:00am EST. ***Brand-name or equal items accepted. However, similar items must meet or exceed selected technical capabilities of the listed equipment. *** Purchase Descriptions. The purchase description should identify the requirement in terms that enable contractors to offer commercial supplies or services. The description should not be restrictive and not be limited to one product peculiar to a manufacturer (e.g., by manufacturer, brand name and Part Number) unless it is essential to the Government s minimum requirement. A purchase description should include the following characteristics based on the requirement to adequately describe the Government s needs: a. Common Nomenclature (commercial description): Pulmonary Function Testing - Plethysmograph b. Kind of material (i.e., type, grade, alternatives, etc.): Hardware with disposables and software to include server interfaces. c. Electrical Data (i.e., 110 v, 60 Hz, 3 Ph, etc.): Standard 110v d. Dimensions, size, capacity: Average internal dimensions as follows: Floor, 45 inches long. Back, 19-1/2 inches wide x 24-1/4 inches. e. Principles of operation: Quantifies TLC/RV/VC/FRC and ratios pre- and post-bronchodilator challenge f. Restrictive environmental conditions: Adequate space for plethysmograph box g. Intended use: Patient Diagnostic testing h. Equipment with which the item is used with (N/A if not applicable): Server with HL7 Interface for uploading of PDF final report i. End item application: Patient Care j. Original equipment manufacturer part number: N/A k.
