- This special notice extends the date that the Request for Qualifications will be accepted. Due to weather conditions and potential transportation delays, the closing date and time is now 02/13/2019 at 3:00 pm, local time. 1. Will Reclamation increase the 100-page limit? ¿ The total page limit has been increased to 150 pages. 2. Will you please define the requirements of a project for Section F? ¿ The requirement is defined in the Sources Sough b (2) Specialized Experience. 3. Is an IDIQ contract acceptable? ¿ Yes, this will be a multiple award IDIQ contract. 4. Under item (b)(5), will Reclamation ¿s evaluation consider a firm ¿s knowledge and expertise at key project locations within the PNRO region other than hydropower plants (e.g. Yakima and Klamath Basins, etc.)? ¿ Yes 5. Will Reclamation evaluate experience and qualifications presented by the prime more favorably than experience and qualifications presented for a subconsultant? ¿ Yes 6. Will Reclamation evaluate Criterion 2, Specialized Experience, in Section F only, or will you evaluate Criterion 2 in Sections E and H? ¿ Yes, Specialized Experience will be also evaluated on Section E and H, of the Standard Form 330. 7. Do the cover letter, dividers and covers count in the page total? ¿ No, they will not be counted. 8. Would Reclamation consider removing Part IIs from the count limit? ¿ No, the Part II section will be counted toward the page limit. 9. Can we use a smaller font size for tables/charts/diagrams in our proposal? ¿ No, the smallest font should be 11. 10. Will an 11x17 page count as 2 pages? ¿ No, it will count as 1 page 11. Would Reclamation allow use of up to five 11x17 size pages (of the 100 pages)? We feel this would help facilitate the review process (e.g., organization chart, tables, maps, etc). ¿ Yes 12. Are we permitted to use a graphic proposal team cover, or is that considered part of the page limit? ¿ It is ok to used them and it will not be considered part of the page limit. 13. Firms must submit proof that they are permitted by law to practice the professions of architecture or engineering as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. Is providing the prime ¿s CAGE code and DUNS number sufficient to meet this requirement? ¿ No, the DUNS or CAGE number for the firm is insufficient. 14. Under (1) Professional Qualifications: overall relevant geotechnical engineering design experience with relevant projects is specifically called out. Please clarify. ¿ Consideration will given to past performance project located in the location of the SOW requirement (Northwest Region of the USA). 15. Under (1) Professional Qualifications: Firm ¿s engineers and surveyor must be licensed in the States of Idaho, Oregon, Washington, Montana, and Wyoming. We assume this requirement can be met through the combined team and not at an individual engineer level. Please clarify. ¿ Yes, this requirement can be met as a combined team.
