02/13/2019 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR A PROPOSAL OR QUOTE. THE VA IS NOT SEEKING PRICING OR OFFERS. This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue a RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time, and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes. The Government is not soliciting offers at this time. This is a RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirement will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking for Small Business concerns, and VETBIZ VIP verified SDVOSB and VOSB concerns, all registered under the Product Service Code (PSC) of N61 (Installation of Equipment- Electric Wire and Power Distribution Equipment) and NAICS code of 237130 (Power and Communication Line and Related Structures Construction), in SAM, that are capable of performing this service as follows: Location of Service: St. Louis VA Medical Center Jefferson Barracks Division 1 Jefferson Barracks Drive St. Louis, MO 63125 Description of Services: The Department of Veterans Affairs VA Medical Center in St. Louis MO requires the replacement of two (2) electrical pad-mounted transformers, one (1) 300kVA and one (1) 500kVA. The Contractor shall acquire the transformers and furnish all labor, parts, tools and other material necessary to replace the defective units to make the electrical system fully operational. Equipment to Be Replaced: The following items are presently installed and are to be removed, disposed of and replaced with brand new, unused transformers: Location Equipment Model Bldg. 2 Larson Electronics brand pad-mounted 300kVA Primary 4160 Secondary 208Y/120 3 Ph Bldg. 23 Larson Electronics pad-mounted 500kVA Primary 4160 Secondary 208Y/120 3 Ph Transportation, Decontamination or Disposal of Replaced Units: It is anticipated that the replaced transformers may contain toxic Polychlorinated Biphenyls (PCB). The Contractor will conduct on-site sampling for PCB levels and analyze those samples. Once PCB levels have been determined the Contractor shall properly dispose of the replaced transformers in accordance with 40 CFR 761 and all applicable United States Environmental Protection Agency (EPA) rules and regulations. The contractor is responsible for all associated costs to include but not limited to testing and analysis costs, disposal fees, crane rental, certified waste transportation fees, recycling and disposal fees. The Contractor will recycle or dispose of the transformers as appropriate for the PCB level they contain. Only disposal facilities with current EPA permits shall be used. A certificate of disposal will be issued for all regulated material within 30 days of final processing.
