Description
In accordance with FAR 13.106-1(b), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 21 intends to issue a sole source procurement action for STAT/Specialized Reference Laboratory Testing Services with; STANFORD HOSPITAL & CLINICS DUNS: 829914337 CAGE Code: 6JNN4 3375 HILLVIEW AVE PALO ALTO, CA 94304-1204 The procurement is planned for a 5-year period beginning 04/01/2019. NAICS Code: 621511, Medical Laboratories with a Small Business Size Standard of $32.5 Million. Contractor will aid VA Palo Alto Health Care System VAPAHCS by performing various laboratory test and support unforeseen urgent laboratory needs. This aid will include, but not limited to diagnosis of cancer or for hematology/coagulation disorders, tests that require additional testing or interpretation referred for review by a pathologist, urgent TB or fungal test, unique molecular tests to sequence tumors, blood or specific microorganisms/viral test, bacterial or viral isolates that require genetic sequencing, and molecular based tests for rapid diagnosis of seasonal flu or respiratory viral infections. Contractor will serve as backup for temporary unforeseen urgent needs such as VA instrument breakdown or sudden staff shortage. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this notice by 22 February 2019, 4:00 PM Pacific Standard Local Time to Charles Dutkevitch, Network Contract Office, VISN 21, by E-mail to charles.dutkevitch@va.gov. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Network Contracting Office will not reimburse any costs connected with providing the capability information.
