Description
This is a sole source justification. Contracting activity is NSWC-PCD, Code 024, 110 Vernon Ave., Panama City, FL, 32407. This action will award a firm fixed price purchase order to Remote Ocean Systems to acquire monitoring equipment for hyperbaric chambers, for two each of the following: QLED III 4KM 120VAN 250 VA W/MCBH-4-MP SUBCONN 10-00350-250-12 BRKT YOKE MV-LED/L200 AL 10-00525-01 KIT CLAMP MV/LED/L200 W/ HARDWARE 10-00526-01 MV-LED II 6KM AL 24VDC RS485 W/MCBH-4-MP 10-00600-C01 P15 AI OIL 24VDC RS-485 HALF DUPLEX MCBH-4 21-30431-01 C200, COLOR+LOW LIGHT 4000M AI NTSC MCBH-4 54-00407-A02 C200 MONITORING CLAMP 54-00433-01 PIGTAIL 4P FEMALE MCIL-4FS W/LS SUBCONN ON 8 FT TBD NSWC This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $34,420. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY19 Overhead funds Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). The Hydrospace Laboratory has performed an extensive market survey of possible suppliers for the required equipment needed by the HYDROSPACE. Based upon the market survey performed by the Hydrospace Laboratory, only Remote Ocean Systems can provide the Hydrospace Laboratory with the equipment listed in paragraph 3, avoiding the associated expenses to change the instrumentation baseline and training required to use the equipment, which are not expected to be recovered through competition. The Hydrospace Laboratory has upgraded it systems to work seamlessly with an automated Data Acquisition System. In an attempt to remain seamless, the lab chooses the above equipment as it is the only equipment that can add to or replace currently used lighting and recording equipment. The Lab currently uses ROS items and the intricate software used to automate the Lab is written specifically for ROS equipment. Therefore, ROS items are required for the continued advancement and upgrading of the Hydrospace Laboratory. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments' best interest to award on a sole source basis to Remote Ocean Systems. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Remote Ocean Systems is the only source that can meet the Government's needs. This requirement will be synopsized in the government point of entry fbo.gov.
