***12 February 2019*** Solicitation N65236-17-R-0005 is hereby released. RFP N65236-17-R-0005 as issued along with RFP Exhibit A (CDRLs A001 through A034), and RFP Attachments 1A through 12 are attached below. Solicitation questions will be accepted 10 days after the Solicitation release date and must be submitted via email. Verbal questions will NOT be accepted. ***25 October 2018*** Revised Draft L & M ***11 October 2018*** Pre-Solicitation Notice Reference Number: N65236-17-R-0005 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic has a requirement to provide services in support of Special Operations Deployable Tactical Satellite Communications (SATCOM) systems, Enterprise Networks, and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems for United States Special Operations Command (USSOCOM) and various joint warfighting customers. This work directly supports the defense posture of the United States and programs that enable strategic and tactical communications, Command and Control, and Intelligence Surveillance and Reconnaissance dissemination for United States (US) Special Operations Forces. The work encompasses complete systems life cycle support from development, test, and certification through integration, operator training and fielding, life cycle sustainment, and disposal. The scope of the work includes worldwide technical and logistics support for approximately 2,500 deployable SATCOM systems and the supporting Wide Area Network terrestrial and satellite gateway infrastructure distributed over approximately 90 sites Contiguous United States (CONUS) and Outside Contiguous United States (OCONUS). This is a pre-solicitation notice, and the Government anticipates that a formal solicitation will be issued in 1st Quarter FY19 under full and open competition. The Government anticipates award of a single award, Indefinite Delivery, Indefinite Quantity (IDIQ), performance based, Cost-Plus-Fixed-Fee (CPFF), services contract with additional provisions for Firm-Fixed Price (FFP) orders. The period of performance includes a five (5) year ordering period with one six-month option in accordance with FAR 52.217-8. The NAICS code for this effort is 541330, and size standard is $38.5 Million. This procurement is a follow-on to contract N65236-16-D-8011 with CACI-NSS. A draft copy of Sections L & M of the forthcoming Request for Proposal (RFP) will be posted concurrently with this pre-solicitation notice. SPAWARSYSCEN Atlantic will hold a Pre-Acquisition Planning Industry Day for Solicitation N65236-17-R-0005 on Tuesday, August 21, 2018 from 0830-1100. The Industry Day will be held at the Red Bank Club, 2316 Red Bank Road, Goose Creek, SC 29445. 2. The purpose of this industry day is to: 1) provide specific information on the anticipated requirements for the SOCS SATCOM procurement; 2) improve the understanding of the Government's anticipated contract strategy; 3) provide prospective offerors with an opportunity to ask questions and provide feedback to the Government; 4) provide prospective offerors an opportunity for networking; and 5) provide industry an opportunity to provide feedback on the draft section L & M. 3. Attendee limitation: Due to limited seating and parking, prospective offerors will be limited to three attendees per company. If you plan on attending, please register no later than 12:00pm on 17 August 2018. A link for registration will be provided. 4. The industry day will include presentations from both contracting and technical personnel involved with the SOCS SATCOM requirement. There will also be a question and answer session at the conclusion of the presentations. 5. Attendance at the industry day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. Further, prospective offerors are not required to attend the industry day in order to obtain presentation material or submit questions.
